The first launch was carried out on April 5, 2009 at 11:30:15 local time (02:30:15 UTC ; according to the Central Control Commission, the launch was made at 11:20) from the Musudan-ni training ground. The rocket was supposed to put into orbit the communications satellite " Gwanmyonson-2 " [2] . According to the authorities of the DPRK, the satellite’s launch into orbit was successful [3] . An official report [4] reports that the satellite was launched into an elliptical orbit with an inclination of 40.6 °, a perigee of 490 km and an apogee of 1426 km. The declared circulation period is 104 minutes 12 seconds.

In turn, the United States and South Korea have denied this information [5] .

According to Japanese and American sources, the rocket launched at 11:30:15 with a launch azimuth of 90.5 °. At 11:37, the first stage of the launch vehicle fell 540 km from the launch site, and at 11:46 the second stage fell 3850 km from the launch site [6] . According to K. Kovo [7] , the accident occurred because the third stage did not separate from the second and did not start.
