Military-building complex of the Ministry of Defense of Russia

The military-building complex of the Ministry of Defense of Russia is a military command and control body , a structural unit of the Ministry of Defense of the Russian Federation (Ministry of Defense of Russia), intended for the creation and engineering support of military infrastructure facilities, cantonment of troops and forces, creation of conditions for the strategic deployment of the Armed Forces of the Russian Federation and combat action .

Creation History

In June 1949, it was decided in the USSR to combine military construction structures into a single military construction complex of the Armed Forces of the USSR and to introduce the post of Deputy Minister of Defense for the construction and deployment of troops. The Chief Construction Directorate, the Office of Material Assets and the Housing and Maintenance Directorate [1] [2] were transferred to him from the Chief of Logistics of the Armed Forces .

On the basis of the Department of Defensive Construction, the Central Directorate of Airfield Construction , Glavvoenstroy and Glavvoenmorstroy , a unified military-construction complex was created that covered all types of activities providing capital construction for all branches of the armed forces of the Armed Forces, special forces and services under a single centralized administration.

Tasks

The main tasks include [3] :

  • construction and operation of military and social infrastructure facilities of the Armed Forces of the Russian Federation;
  • formation, management and disposal of the housing fund assigned to the Ministry of Defense of Russia;
  • state supervision at hazardous production facilities of the Ministry of Defense of Russia, state control of lifting structures and equipment operating under pressure, as part of armaments and military equipment ;
  • state examination of design documentation and investment projects, state architectural and construction supervision over the quality of construction of military infrastructure facilities of the Armed Forces of the Russian Federation;
  • the exercise of the powers of the owner of real estate assigned to the Armed Forces of the Russian Federation, as well as the powers with respect to natural resources allocated for use by the Armed Forces of the Russian Federation.
