Biography
He studied at the Imperial military orphanage (later - the cadet corps ). Determined to serve in the police department. In July 1828, of his own free will, he was determined in the office of the Main Directorate of Western Siberia in Omsk . From Omsk he moves to Ukraine , where he serves no more than a year. In 1837 he was appointed chairman of the Irkutsk Provincial Court. In August 1838 he was awarded the distinction for his 15-year immaculate service. In 1839, Padalka was appointed chairman of the Irkutsk provincial government. In 1841, he marries Elena (Elizabeth?) Wilhelmovna Rupert - daughter of the Governor-General of Eastern Siberia V.Ya. Ruperta .
Yenisei Governor
April 10, 1845 Padalka was appointed to the post of Yenisei governor. He remained in office until July 24, 1861.
During the reign of Padalka, the newspaper “ Yenisei Provincial Gazette ” (1857) began to be published in the Yenisei province, and a shipping company ( 1861 ) appeared. The governor contributed to the development of the gold industry , fought crime, was engaged in the economic development of the cities of the province. In 1847, Vladimirsky Orphanage was opened in Krasnoyarsk , the city garden received significant development.
On February 26, 1860, the actual state councilor Padalka was granted the noble coat of arms.
On July 19, 1861, Padalka asked for his resignation for health reasons. The petition was granted by the emperor on July 24, 1861.
