Lyudmila Valentinovna Babushkina (born January 27, 1951, Dzerzhinsk , RSFSR , USSR ) was a Russian politician, chairman of the Legislative Assembly of the Sverdlovsk Region from December 20, 2011, and chairman of the House of Representatives of the Legislative Assembly of the Sverdlovsk Region (from 2007 to 2011).

Biography
After graduation, she entered the Dzerzhinsky College of the Red Army, which she graduated in 1969 and was sent to the Rezhevsky Chemical Plant ( Rezh, Sverdlovsk Region ), where she first worked as a normalization technician, then as an engineer-economist. In the late 1980s, she graduated in absentia from the Faculty of Labor Economics at the Higher School of Trade Union Movement of the All-Union Central Council of Trade Unions Shvernik .
In 1991, Babushkina headed the newly created Rezhevsky branch of the Pension Fund of the Russian Federation in the Sverdlovsk Region, and in December 1997 she was transferred to Yekaterinburg to the position of Deputy Manager of the Pension Fund of the Russian Federation in the Sverdlovsk Region.
On March 26, 2000 she was elected to the Chamber of Representatives of the Legislative Assembly of the Sverdlovsk Region of the 3rd convocation from the Bogdanovichi single-member constituency No. 3. She was re-elected to the chamber from the same constituency in March 2004 and in March 2008. In April 2004, she was elected deputy chairman of the House of Representatives, and therefore left the post of deputy manager of the Pension Fund branch (unlike ordinary deputies, the chairman of the PPPZ and his deputies worked on a permanent basis).
In October 2007, after the approval of the former chairman of the PPPZ, Yu. V. Osintsev, as a member of the Federation Council , she was elected and. about. chairman of the chamber. In fact, L.V. Babushkina, together with the second deputy chairman V.F. Nikitin, served as chairman since March 2007. March 14, 2008 , at the first meeting of the CPSU of the V convocation, was elected its chairman [1] .
December 4, 2011 was elected to the unicameral Legislative Assembly of the Sverdlovsk region. At the first meeting, elected chairman of the Legislative Assembly [2] .
September 18, 2016, re-elected deputy of the Legislative Assembly of the Sverdlovsk region [3] . In these elections, Babushkina was the “ locomotive ” of the party, as she passed as a candidate for two deputy seats in the Legislative Assembly of the Sverdlovsk Region — according to the party list and single-member constituency. After the announcement of the voting results, Babushkina refused the mandate she received from the party list [4] .
