Biography
Childhood and Youth
Born June 25, 1947 in the village of Grodekovo, Primorsky Territory, in the family of a military man. In connection with the dismissal of his father from the ranks of the Soviet Army, the family first moved to the village of Zavyalovo in the Altai Territory, and in 1954 to Barnaul .
He graduated from eight classes of secondary school No. 25 in 1962, entered the Barnaul Construction College , after which in 1966 he began his career as an assistant foreman at the repair and construction workshop of the Barnaul boiler plant.
In 1966 - 1969 he served in the Pacific Fleet on the destroyer “Sensible” with the rank of foreman of the second article, and was the secretary of the ship’s Komsomol committee. After being fired, he returned to the reserve in Barnaul .
Career start
From December 1969 to April 1972 he worked as a civil engineer of the capital construction department at the Altai Motor Plant. In 1972 he was transferred to the ACS of the Barnaul City Executive Committee as a senior economist of the financial department, and eventually became the head of the capital construction department of the Barnaul City Executive Committee. In 1976 he graduated from the Altai Polytechnic Institute with a degree in industrial and civil engineering.
Work in the Barnaul City Executive Committee
From August 1985 to May 1987 - Deputy Chairman of the City Executive Committee, and from 1987 to 1990 - First Deputy Chairman of the City Executive Committee. In March 1990, he was elected chairman of the executive committee of the city Council of People's Deputies. From 1991 to 1994, he was the general director of the Altai Commercial Stabilization Fund, and from April 1994 to March 2003 he was the first deputy head of administration.
Head of Barnaul Administration
After the death of V.N. Bavarin in 2003 , Kolganov, as first deputy, becomes the head of the city. In fact, his candidacy was supported by the financial and industrial groups of the city, who worked with the Bavarin family.
Achievements
Kolganov himself announced the continuation of the policy of his former boss. A year later, in March 2004, V.N. Kolganov was officially elected head of the Barnaul municipality. In general, the course to maintain the existing socio-economic and political situation in the city stands out from the most noticeable actions of his administration. The main financial resources and funds are replenished at the expense of the federal and regional budgets and are mainly used for improvement of central streets, salaries for municipal workers, social assistance to the poor, repair of facades, streets, communications.
In 2005, 227 thousand m² of housing were put into operation in the city, the municipal educational institution “Secondary School No. 31”, and the new building of the Children's City Clinical Hospital No. 7.
In the summer of 2006, V. Kolganov introduced the new general plan of Barnaul for 20 years, developed in St. Petersburg. According to him, Obskoy Boulevard should appear in the city, a new highway connecting the center with the outskirts of the city, and the development of new buildings will continue towards the Pavlovsky tract . Then began a large-scale reconstruction of the street. Soviet Army, on Lenin Avenue, birches were planted and cast-iron lights were installed.

In September 2008, Kolganov signed the Barnaul development strategy until 2020 under the name Barnaul 2020 . The strategy states:

Criticism
In 2005 , a conflict occurred that marked the beginning of a gray streak in the mayor's career. The Governor of Altai Territory A. B. Karlin publicly declared the unsatisfactory work of the Kolganov administration: [1] [2]
Vladimir Nikolaevich, well, one cannot ignore the events in Barnaul to such an extent. Wages increased by 20%, unemployment, and you are inactive ... Immediately take all necessary measures ...
The results of social and labor relations at industrial enterprises of Barnaul for 2005 and the first half of 2006, published at a meeting of the city administration:
Salaries increased by an average of 21 percent and amounted to 6610 rubles. The unemployment rate, which in 2005 was 0.9 points, and in 2006 - 1.2. And in the second half of 2006, more than 1 thousand unemployed will be on the lists of the employment service - these are former employees of the Altai Motor Plant.
Barnaul's industry began to reduce its production capacity. Out of 23 large and medium-sized enterprises, production volumes were reduced in comparison with 2005 and 2004. Three enterprises - AMZ, AZTN and Barnaul Radio Plant - have wage arrears. [3]
In March 2006, the Barnaul administration tried to simultaneously increase the land tax and land rent for garage and cellar cooperatives 60-70 times according to the land cadastre and to replenish the budget. And on March 24, under the windows of the city hall, a large rally of opponents of the innovation took place, and the city hall made some concessions. [four]
On April 8, 2006, cutting down of a birch grove in the area of the village of Solnechnaya Polyana began in Barnaul. Birches were planted in honor of the 35th anniversary of the Victory in World War II (about 17 thousand trees). Vice-Mayor Igor Peremazov signed a decree allowing Municipal Unitary Enterprise “Barnaulkapstroy” to demolish 915 birches, explaining this by the fact that residential buildings will be erected in the grove. For deforestation, Barnaulkapstroy is to reimburse the city budget in the amount of 3 million 330 thousand 546 rubles 20 kopecks. Soon, when visiting the city, Prime Minister Mikhail Fradkov noticed the deforestation and spoke negatively about this to the governor. Later, Kolganov announced that he would restore the grove. In April 2006, the Committee on Road Maintenance, Improvement, Transport and Communications under the leadership of Nikolai Dolzhenko held a competition among road carriers for the right of passenger transportation in Barnaul. The competition was won by owners of companies that previously owned Chinese buses that were unknown in the city. It turned out that the competition was held with violations - city hall officials exceeded official authority. In addition, the regional traffic police refused to register Chinese buses as inappropriate for passenger traffic. However, Chinese buses continued to operate on the routes. [6] [7]
In addition, scandals with the initiative of the administration to demolish stalls and stalls in the Central Market and the organization of the Barnaul Management Company, which was engaged in the sale and leasing of municipal property, are still under investigation.
In 2007, auctions for the sale of municipal property were held, as a result of which, management companies received remuneration almost equal to what went into the budget of Barnaul. Serious criticism was also leased out to the municipal property of Vodokanal and Gorelektroset. [8] [9]
On May 7, 2008, a court in the Central District of Barnaul ruled that the head of Barnaul be declared void . Loser candidates have proven election fraud in favor of Vladimir Kolganov. [10] [11] However, on June 11, 2008, the Altai Regional Court quashed the decision of the first instance [12] .
On June 16, 2009, the governor of the region, Alexander Karlin, publicly reprimanded Kolganov about the lack of hot water in the village of Yuzhny.
Retirement
On September 14, 2009, criminal proceedings were instituted against Vladimir Kolganov under Art. 293 of the Criminal Code - “negligence”. [13] However, the press service of the city administration issued a statement to the media, according to which the mayor was confident in the legality of his actions. [14]
On December 8, 2009, another article on abuse of power was added to the criminal case of Kolganov [15] . A little later, on December 21, Kolganov was hospitalized with a heart attack. [16] A heart attack occurred after a search at his home. The mayor was sent for treatment to Moscow [17] , where he spent a month, and on January 21, 2010 returned to Barnaul, taking up his duties. On August 12, 2010, the governor of Altai Territory Alexander Karlin signed a decree on the removal from office of the head of the city of Barnaul Vladimir Kolganov [19] [20] :
In connection with the repeated facts of the court established by the head of the city of Barnaul (inaction) that entail a violation of constitutional norms, human and civil rights and freedoms, the unity of the legal and economic space of the Russian Federation, and the failure of the said person to take measures to enforce court decisions.
On the same day, at a meeting of the regional political council of United Russia , Vladimir Kolganov was asked to voluntarily resign. Kolganov filed a corresponding application in the City Council of Barnaul , but the deputies did not accept the mayor's resignation. [21]
After resignation
January 13, 2011 it became known that the prosecutor charged Vladimir Kolganov with abuse of power (part 2 of article 286 of the Criminal Code of the Russian Federation). According to the investigation, in 2005 Kolganov, acting in the interests of a number of entrepreneurs, organized a criminal scheme for transferring municipal property to trust in private companies. The amount of damage caused to the city of Barnaul amounted to more than 56 million rubles. As a preventive measure, a recognizance not to leave was taken from the former mayor. [22] .
