Kirov City Council

After the dispersal of the Supreme Council in 1993, all similar bodies in the country were dissolved. In the cities of federal subordination, it was ordered to elect the executive authorities (assemblies, dumas) of 18-50 people to carry out the division of power into branches. Until that time, the powers of the former people's councils were transferred to local administrations.

Bureau

The Duma is headed by a presidium consisting of the head of the city (chairman) and his two deputies. The presidium is elected by the Duma from among its members. If it is impossible to fulfill his authority as head of the city, his duties are performed by one of the deputies.

Commissions

In the Duma, there are 6 commissions on a permanent basis:

• Budget and Finance Commission
• Property and Land Relations Commission
• Urban Commission
• Social Commission
• Commission on local government, regulations and deputy ethics
• Veterans Affairs Commission

Decisions on the establishment and liquidation of standing committees are made at meetings of the Duma. As work is done, but at least once a year, commissions report on the work done.

Also in the Duma there are temporary commissions (for example, the Commission on the return of the historical name to Kirov).

Duma's exclusive powers

The exclusive competence of the representative body of the municipality is:

1. The adoption of the charter of the municipality and the introduction of changes and additions.
2. Approval of the local budget and its performance report.
3. The establishment, amendment and abolition of local taxes and fees in accordance with the legislation of the Russian Federation on taxes and fees.
4. Adoption of plans and programs for the development of a municipality, approval of reports on their execution.
5. Determining the procedure for managing and disposing of municipal property.
6. Determining the procedure for making decisions on the creation, reorganization and liquidation of municipal enterprises and institutions, as well as on the establishment of tariffs for the services of municipal enterprises and institutions.
7. Determination of the order of participation of the municipality in inter-municipal cooperation organizations.
8. Determination of the order of material and organizational support of the activities of local governments.
9. Control over the execution by local governments and local government officials of the authority to resolve issues of local importance.

Other Authorities

The City Duma may also exercise powers:

1. The purpose of the election of deputies of the city Duma, the appointment of a referendum, voting on the recall of the deputy, voting on the question of the transformation of the municipality and the change of its borders.
2. The election of the head of the city.
3. Appointment to the post of head of the city administration.
4. Approval of the structure of the administration of the city of Kirov.

Approval, in accordance with the procedure established by this Charter, of appointing deputies to the head of administration of the city of Kirov and the heads of city administration bodies in whose field of activity are matters within the exclusive jurisdiction of the city Duma (financial, economic, property, land, on the development of local self-government).

7. Formation of the Chamber of Control and Accounts of the city of Kirov, approval of its structure, staff, appointment to the post of Chairman of the Chamber of Control and Accounts.

9. Approval of the Regulations on the budget structure and budget process in the municipality "Kirov City".
10. the formation of targeted budgetary funds in the manner and on the conditions established by the current legislation and the Regulation on the budget system and the budget process in the Kirov City municipality; approval of sources of formation and main directions of expenditure of funds of these funds

29. Establishment, in accordance with the legislation, of the procedure for appointing and dismissing heads of municipal enterprises and institutions.

34. Establishment in accordance with the current legislation of tariffs for utilities and the size of fees for the use of residential premises and for the maintenance and repair of residential premises.

Establishment within its rights, defined by law, the order of organization, maintenance and development of municipal health care institutions, education and culture, the establishment of municipal minimum standards in the field of health and culture, standards for spending on the activities of health care institutions, education and culture.
36. Hearing reports on the activities of the head of the city of Kirov, the head of the city administration, officials of the city administration.
37. Approval of the list of municipal posts of municipal service, replaced by competition, and the procedure for holding a competition for the replacement of these posts.
38. Approval of the size and conditions of remuneration of deputies exercising their powers on a permanent basis, the mayor, municipal employees, attendants of local governments of the municipality.
39. Making decisions on early termination of powers of the city Duma, deputies, the head of the city of Kirov, the head of the city’s administration in cases and according to the procedure provided for by the legislation and this Charter.
40. Establishment in accordance with the legislation of the rules of trade and public services, the adoption of the provision on markets in the municipality.
41. Establishment of the procedure for organizing public service passenger transport and the rules for the use of urban passenger transport.

Determining, within the limits established by the water legislation of the Russian Federation, the order of management and disposal of public water bodies for personal and domestic needs, the exercise of authority to manage and dispose of such water bodies, the establishment of rules for the use of public water bodies for personal and domestic needs.
43. Approval of the Regulations on the powers of local governments of the municipality in the field of tariff regulation and allowances of organizations of the utilities complex.
44. Implementation in accordance with the Regulations approved by the City Duma, the authority in the field of tariff regulation and allowances of organizations of the utilities complex.
45. Submission to the court or arbitration court of claims to invalidate decisions and actions (inaction) of public authorities and their officials, local authorities and their officials, enterprises, institutions, organizations, public associations that violate the rights of local self-government.
46. Adoption of other legal acts regulating issues of local importance on the territory of the municipal entity, and exercising other powers in accordance with the current legislation and this Charter.

The Kirov City Duma consists of 36 deputies. The Duma of the 5th convocation is represented by 35 deputies due to the refusal of Sergei Luzyanin, who won in the 18th single-member constituency, to hand over the mandate of the deputy of the Regional Legislative Assembly . Half of the deputies are elected in single-member constituencies formed by territories with a roughly equal population. The second half is elected by party lists in a single constituency.
