Biography

Vladimir Vasilyevich Bykov was born into a military family.

In 1974 he graduated from the Tashkent Higher Tank Command School , with a degree in Command Tank Operation of Tanks and Cars.

From 1974 to 1988, Vladimir Bykov held positions from platoon commander to commander of an armored battalion . From 1988 to 1991 - a student of the Military Academy of Armored Forces named after Marshal of the Soviet Union R. Ya. Malinovsky . From 1991 to 1992 - Deputy Commander of a tank regiment in the Group of Soviet Forces in Germany . From 1992 to 1995 - commander of a tank regiment, based in the Volga Military District . In 1995, he participated in the First Chechen War .

On November 11, 2001, by the decree of the President of the Russian Federation No. 1310, was appointed Military Commissar of the Kirov Region. In 2002, Vladimir Bykov was promoted to the rank of Major General .

Since 2005 - a member of the party "United Russia".

In 2007, United Russia was nominated as a candidate for the Kirov City Duma of the Fourth Convocation from the single-mandate 13th electoral district. He was elected to the Duma. Then from among the deputies - the Head of the city of Kirov . In 2012 re-elected to this position for a period of 5 years [3] . On October 28, he left the post of head of the city and chairman of the Kirov City Duma ahead of time, on October 5 of the same year, he assumed the post of the Chairman of the Legislative Assembly of the Kirov Region [4] .

On December 13, 2014, he was appointed secretary of the Kirov regional branch of the United Russia party [5] . Re-elected to the same position in December 2016 [6] .

Since October 6, 2016, Chairman of the Legislative Assembly of the Kirov Region of the sixth convocation [4] .

Married Two adult children, granddaughter and grandson.
