Biography
From a merchant family. In 1869 he graduated from the Law Faculty of Kharkov University ; interned abroad. Since 1889, taught a course in financial law at the Law Faculty of St. Petersburg University ; since 1893 - extraordinary, since 1901 - ordinary, since 1914 - Emeritus Professor of St. Petersburg University.
Participated in the work of the Central Statistical Committee of the Ministry of Internal Affairs , headed the commission on the development of materials of the General Census of Russia in 1897 ; as a member of the Council of the State Bank, he worked on the business case for monetary reform. Kaufman participated in the establishment of the International Statistical Institute in London .
The author of scientific papers on the history of finance in Russia.
He owns one of the first reviews of the Russian translation of the first volume of the book “ Capital ” by K. Marx (article by I. Kaufman, “The Point of View of Political and Economic Criticism by Karl Marx”, published in the journal Vestnik Evropy No. 5, May 1872). “A very learned and generally sympathetic study,” according to M. Kovalevsky ’s description, who also claims that “of everything written about Capital in Russia, Marx most appreciated Kaufman’s article” [1] .
Member of the Council of the State Noble Land Bank .
Family
He was married to Fanny Moiseevna Berlin, daughter of the historian M.I. Berlin . [2]
Publications
Kaufman's works are devoted to questions of money circulation and credit, mainly state. When he entered the service of the Central Statistical Committee, they obtained the nature of statistical research (printed in the Committee’s Temporary Book, series II), which represented a lot of valuable and well-developed material for the history of our financial economy.
Of particular importance is his “Statistics of State Finances of Russia in 1862–1884” (St. Petersburg, 1886), where for the first time a digital material was published in a systematic form that could serve to verify projects to improve our finances.

- “Statistics Russian. banks ”(St. Petersburg, 1872-76; here, by the way, there is an outline of our old state credit institutions that preceded the state bank);
- “Theory and Practice of Banking” (St. Petersburg, 1873-77; the first volume is a master's thesis, the second is a doctoral dissertation ; the second volume contains a translation of the history of ancient credit institutions Pietro Rota);
- “Overview of projects released in 1861-78. on the issue of transforming the credit monetary system of Russia ”(St. Petersburg, 1878);
- “Paper-money projects and extraordinary finances” (St. Petersburg, 1879, from the 7th vol. “Collection of state knowledge” by Bezobrazov);
- “Credit tickets, their decline and restoration” (St. Petersburg, 1888);
- “The basis of calculations for public loans, state, city, rail, mortgage, etc.” (St. Petersburg, 1891; this work was published in the form of assistance in the successful development of statistical materials on public loans; the author outlines the calculation methods applicable to public loans, based on their rule of elementary mathematics and taking as a starting point not the interest of the creditor capitalist, but the interest of the debtor, mainly the state);
- "Bills of exchange of Russia for 50 years, 1841-90" (St. Petersburg, 1892).
