Career
In 1929-1934 - Statistics, instructor of the Moscow Regional Planning Department. Since 1934, at the Komsomol and party work. In 1939 he joined the ranks of the CPSU (b) .

At the head of the Penza Region
From 1952 to 1961 - First Secretary of the Penza Regional Committee of the CPSU (b) —KPSS . I was remembered in Penza as a bright and competent leader. During the years of its work, the industrial potential of the Penza region has grown significantly, new enterprises have been built, research centers have been opened. In particular, the plants Penzkhimmash, Penzadieselmash , Biosynthesis, Serdobsky Machine-Building Plant, Serdobsky Electric Lamp Plant and others; research institutes of physical measurements (NIIFI), chemical engineering (NIIPT-KhIMMASH), computer engineering (NIIIVT), electronic-mechanical devices (NIIEMP), electrical engineering (PNIIE), spinning machines (NIIKIPmash) and others. The construction of the city of Zarechny and the Zarechensky city-forming enterprise has begun - Federal State Unitary Enterprise Federal Research and Production Center "Start" named after M.V. Protsenko "in 1954
Also with him in 1958, the modern government building of the Penza region was built on Moskovskaya Street in Penza. In Soviet times, the Penza regional committee of the CPSU and the regional executive committee were located here. During his leadership of the region in Penza in 1950-1955. worked as chairman of the executive committee of the regional Council F.D. Kulakov - future member of the Politburo and Secretary of the CPSU Central Committee .
During work in Penza, Butuzov became friends with the writer Boris Polev and the sculptor Yevgeny Vuchetich . On July 10, 1954, a monument to V. G. Belinsky by Vuchetich was unveiled on Moskovskaya Street in Penza.
He was relieved of his post as First Secretary of the Penza Regional Committee of the CPSU under the First Secretary of the CPSU Central Committee, Nikita Khrushchev, shortly after an unsuccessful speech at one of the regional agricultural meetings. It is believed that he aroused Khrushchev’s anger by failing to correctly answer the question: “How much does a corn cob weigh?” According to other sources, Butuzov joked about corn [5] . Also at this meeting, Butuzov did not have time to give Khrushchev some kind of appeal from an ordinary citizen, which he gave him, asking him to give Nikita Sergeyevich. It seemed to Khrushchev that he had done this on purpose, and burst into an angry tirade against the first secretary of the Penza regional committee: “He is putting a barrier between me and the people!” In reality, the claims of N.S. Khrushchev to S.M. Butuzov and the leaders of some other regions of the RSFSR were more serious. The leaders of the Penza region paid little attention to growing corn, planting a lot of oats (to the detriment of corn). Together with Butuzov, the head of the agricultural department of the Penza Oblast Executive Committee, Ivan Pavlovich Pukhov, was dismissed.
The policy of large crops of corn (to the detriment of grain crops) subsequently led to a certain shortage of bread in the RSFSR and the restriction of its sale in 1962, as well as the temporary introduction of bread cards in the southern regions in 1963 for the first time since 1947 [6] . This confirmed the correctness of a number of regional leaders of the RSFSR who tried to resist a serious increase in corn crops to the detriment of more necessary crops.
From 1961 to 1963 - Deputy Chairman of the Council of the National Economy of the Penza Economic Administrative Region [7] .
Zelenograd period
In 1963-1964 - Chairman of the Executive Committee of the Zelenograd City Council on a voluntary basis, since 1964 - Deputy Chairman of the Executive Committee of the Zelenograd City Council on a voluntary basis. He acted as one of the leaders responsible for the establishment of the scientific center of domestic microelectronics. During these years he was actively involved in organizing the construction of industrial facilities, housing and the entire urban infrastructure of Zelenograd. The inherent energy and experience of Sergei Mikhailovich of a state-scale leader helped to establish the construction of modern housing in the satellite town as soon as possible. In the early 60s, Zelenograd takes on the visible shape of a modern science city - against the background of carefully preserved natural landscapes, multi-story buildings grow, including those designed according to original designs of the best architectural studios of the country. In addition to construction issues, Sergey Butuzov quickly resolves issues of social and personnel policy. He is engaged in providing the scientific center with talented scientists, young specialists, highly qualified engineers and workers from all over the country. To work at enterprises and institutes in Zelenograd, specialists are invited who are provided with comfortable housing. In the fate of many residents of Zelenograd, Sergei Mikhailovich Butuzov took a lively part. Until now, he is gratefully remembered by everyone who got their first apartment here, discovered life prospects for themselves, or simply received friendly support from this decent and selfless person.
Upon learning of the death of Sergei Mikhailovich, the writer Boris Polevoy said: “He was a wonderful person, a real Bolshevik - active, direct, unbending. He will remain so forever in the memory of his friends. ”

Plaque
On November 29, 2013, a memorial plaque was opened in Penza to Sergei Mikhailovich Butuzov at the building of the educational building of the Medical Institute of Penza State University , where in Soviet times from 1939 to 1958. The Penza Regional Committee of the All-Union Communist Party (Bolsheviks) - the Communist Party of the Soviet Union (sculptor - Vladimir Ivanovich Kozlov [8] , Moscow) was located. The Governor of the Penza Region Vasily Bochkarev , the Chairman of the Legislative Assembly of the Penza Region Ivan Belozertsev , the rector of the Penza State University Alexander Gulyakov , the ex-chairman of the Penza City Executive Committee Alexander Shcherbakov , the son and grandson of S. M. Butuzov - Vladimir Sergeyevich and Sergey took part in the opening ceremony of the memorial plaque Vladimirovich Butuzovs, university students and members of veteran organizations.
Speaking at the opening of the plaque, the governor of the Penza region Vasily Bochkarev said that Sergey Butuzov “created a new Penza, which was small and poor at the time, and he managed to create a powerful regional center with developed infrastructure”. “Sergey Butuzov left a memory of himself as a talented leader with extensive knowledge, outstanding organizational skills, vast experience in administrative work, tremendous energy, sincere concern for people, the ability to rally the residents of the region to solve strategic problems,” added the governor [9] .
Street
On May 30, 2014, deputies of the Penza City Duma adopted Decision No. 1526-62 / 5 “On Assigning a Name to the Street of the City of Penza”, according to which the name of Sergei Butuzov was assigned to one of the streets of Penza (in the eighth microdistrict of the third construction phase of Arbekovo). The Butuzova Street was included in the address register of the city of Penza as a joint city service for architecture, urban planning and technical inventory.
