After being expelled from the Communist Party for the "schismaticism" on October 30, 2004 he created and headed the political coalition " Patriots of Russia ", uniting ten small parties of the center-left kind:

The Patriots of Russia coalition was formed on the basis of the Congress of Patriots convened in March 2004 at the initiative of Gennady Semigin immediately after the presidential election, which after the Duma proved to be a failure for the left parties, and especially for the Communist Party.
In April 2005, he led the Patriots of Russia political party that he created (it included the Eurasian Party, the People’s Patriotic Union of Russia, most of the Elephant Party and the Labor Party).
People's Government

The structure of the government is 22 people's ministries and 4 committees, united in three blocks: economic, social and legal.
One of the main tasks of this "independent body of the Russian opposition" was proclaimed the development of a socio-economic course, alternative to that pursued by the government of Mikhail Fradkov . Already in April 2005, at its first open meeting, the People’s Government introduced the New Deal and the Concept of Alternative Budget Policy to the public. April 22, 2005 The New Deal was approved by the Congress of Patriots of Russia.
According to Gennady Semigin, two fundamental problems in the development of Russia are “deep distortions in property issues” and “a huge difference in the incomes of the majority of citizens and a narrow group of the richest people in the country”, as well as a more than tenfold difference in incomes by industry and region : "The goal of our new course is the well-being of each individual and his family not in the distant future, but in the very near future." The path to achieving the goals is seen through the consolidation of all patriotic forces and the creation of a united political party - the Patriots of Russia party.
Semigin proposes to return to the democratic principles of the formation of government at all levels - direct elections of governors and elections of State Duma deputies in single-member constituencies. It is proposed to redistribute presidential powers between the government and the State Duma in order to eliminate "the country's dependence on tsarist powers and the next successor."
Faction Leader
December 12, 2006 Semigin with Yuri Savelyev, Elena Drapeko and Gennady Seleznev were accepted into the faction. On December 15, the faction decided that Gennady (before that, an independent deputy of the State Duma) was admitted to the Rodina faction (Narodnaya Volya-CEPR) along with three more independent deputies - Semigin will head the faction led by Sergey on January 9, 2007 Baburin, combining this position with the post of vice speaker. The Rodina faction (Narodnaya Volya - CEPR) arose in July 2005 as a result of the split of the Rodina faction, which was then headed by Dmitry Rogozin. The new faction was headed by State Duma Deputy Speaker Sergei Baburin , and Rodina left their homeland seven deputies.Then the Duma committee on regulations decided that Narodnaya Volya and CEPR, along with the Party of Russian Regions, later renamed the Motherland, have the right to create their own faction as parties that overcame the five percent barrier in the 2003 State Duma elections composition of the "Homeland" bloc.
