The Anti-Fascist Veche of the National Liberation of Yugoslavia or AVNOY ( Serb. Antifascist all the other people of the Ugoslavs - AVNOЈ ) was convened on November 26 and 27, 1942 in the city of Bihach as the national and general political representation of the communist movement in occupied Yugoslavia .

First meeting AVNOY
On November 26, 1942, partisan leaders convened the first AVNOY meeting in Bihac with the goal of political legitimization.
AVNOY Second Session
At the second meeting of AVNOY on November 29 and 30, 1943, in the city of Egg , a decision was made to form a “National Committee for the Liberation of Yugoslavia” with the functions of an interim government. A plan was approved for creating the constitution of Yugoslavia as a federal and democratic country, and recognition of the national rights of all the peoples of the country. At the AVNOY meeting, 142 delegates attended.
Third meeting AVNOY
The third meeting of AVNOY was held from 7 to 10 August 1945 in Belgrade . The anti-fascist assembly proclaimed itself to be the Provisional National Assembly with the goal of preparing the convocation of a constitutionally-created assembly (Constituent Assembly). In the elections held in November 1945 , the list of the Popular Front received 96% of the vote. On November 29, 1945, the People's Assembly proclaimed the creation of the Federal People's Republic of Yugoslavia (FPRY). Yugoslavia was proclaimed by the federal community of six equal republics.
