Good weather on Deribasovskaya, or it rains again on Brighton Beach

The action takes place in the last years of the USSR . The cold war is over, the presidents of the two great powers — the USSR and the USA — must meet for important negotiations. However, the meeting was in jeopardy due to the rampant Russian mafia settled in the United States (the mafioso Rabinovich suddenly intervenes in the presidents' conversation on a top-secret telephone line and disconnects them to immediately call to Odessa ).

In the Russian bath there are working groups of the KGB and the CIA and celebrate the beginning of joint cooperation. In the meantime, CIA officials tell colleagues from the KGB about the rampant Russian mafia in the United States. They know the leader of the mafia, who reincarnated in Hitler , Napoleon , Peter the Great , Saddam Hussein , Othello and other characters, but no one has seen his real face. The KGB General is surprised and calls him an artist, to which the CIA General replies that this is his nickname - “The Artist”.

To help American colleagues and liquidate the Russian mafia, the KGB general decides to send Fyodor Sokolov, a super agent from Odessa, to New York , who had successfully completed the operation, which all of Odessa’s police could not handle. Using his favorite method “on live bait” (disguised as a prostitute), he calculated and neutralized a sadistic maniac who, hiding behind a police uniform, allegedly arrested and then killed Odessa “night butterflies”. Having received an order to fly urgently to Moscow , Sokolov was forced to fly from Odessa and board the Red Square on the Yak-55 sports aircraft, since the air traffic controllers had a strike that day (an allusion to the scandalous flight of Matthias Rust ).

Having arrived in the USA, Sokolov finds the restaurant “Langeron”, a famous gathering place for the Russian mafia in New York, where he accidentally meets a certain uncle Misha. Uncle Misha tells the KGB agent about the restaurant visitors and presents them to the members of the Russian mafia, although they really are not. At the end of the evening, the local singer Masha Zvezdnaya performs in the restaurant, which enchants Sokolova.

The next day, the KGB agent had a meeting with a CIA agent. He goes to the radio operators, but the password from Moscow has not yet been sent. While the agent is waiting for a communication session with Moscow, the grandson of a radio operator eats a piece of paper with a password that has not yet been read. Sokolov gives him a laxative and, while it acts, he goes to a cafe, where Masha Zvezdnaya sits down to him. In order not to fail the assignment, Sokolov, remembering the words of his teacher, Colonel Petrenko, that “a scout should ignore a beautiful woman, ” is trying to do it. From radio operators, Sokolov learns that a meeting with a CIA agent should occur in the same cafe and at the very third table at which he and the singer were sitting. There, the instructions said that the agent should give the password: “ Good weather on Deribasovskaya ”, to which Sokolov should have answered: “ It rains again on Brighton Beach ” (the legendary phrases “ Cloudless sky all over Spain ” and “ Santiago it rains ”, which is believed to have served as passwords for the start of the Spanish civil war in 1936 and the coup d’état in Chile in 1973, respectively. The CIA agent is the singer from the restaurant, her real name is Mary Star. She is responsible for ensuring the security of Sokolov, he leads her to her room in which she tells him about all the secret devices installed there.

Sokolov goes to Brighton Beach and at the grocery store accidentally meets Uncle Misha, who, as if from a stick of sausage, as if accidentally pulls out a note addressed to him. Mafiosi offer Fedor to meet in the casino "Golden Duke", which belongs to the Russian mafia. Its director, one of the artist's people, offers the agent to return to the USSR for money. Sokolov is again assisted by the methods of Colonel Petrenko - he is ruining the casino, winning at all roulettes, slot machines and on the “Wheel of Happiness”, as a result of which the mobsters are forced to shoot themselves. Sokolov goes to the restaurant with Uncle Misha, who was shot with a sucker with a note: "The artist will wait at 18:00 on the pier ." But the Mafia’s next plan to get rid of it fails: this time Sokolova is saved by Mary Star.

The next day, the sheikh arrives in the city. The Russian mafia plans to kidnap him and demand a ransom of $ 1,000,000,000 . Mary kidnaps the sheikh in the hotel elevator and disguises him in Sokolov, and Sokolov in the sheikh. After Sokolov, dressed as a sheik, goes to bed, the mafia begins to act: Kravchuk smashes the glass ceiling in the bedroom, raises the bed with the sheikh Sokolov by helicopter and takes him to the mafia's den, trying to find out from him the location of the sheikh, begins to torture him . The KGB agent is unsuccessfully trying to drown, but he drinks all the water and then spews it back, drenching Kravchuk; tortured with a hot iron, but the iron does not leave burns. In the end, he was thrown into the basement, then Uncle Misha, who shouted to the whole restaurant the day before, was brought to the same place, that Fyodor Sokolov was his best friend. He begs the agent to inform the mafia where the sheikh is, frightening him that the mafia have already captured and tortured Mary. At this time, behind the wall there is a female cry, and Sokolov, thinking that it is Mary, in despair begins to knock on the locked door. Then he came to Kravchuk, he said that he was ready to give the Sheikh to the Artist. He understands this literally and, to Sokolov’s surprise, addresses this to Uncle Misha, thereby revealing him. Then the mafia uses the last torture: Sokolov is shackled and immured in the wall. Suddenly, on a motorcycle, Mary enters the building directly and saves Sokolov. Mafiosi chase, using a tank and toxic substances, but despite this, Mary and Sokolov escape, and the generals who follow them catch the criminals. Russian mafia in the United States crushed.

The presidents of the USSR and the USA again agree by telephone about the planned meeting in Hawaii, but Rabinovich “from the Russian mafia” again intervenes in their conversation and again separates them.
