Tver River Station - the building and port facilities of the Tver River Port for servicing river passenger transport. Located on the arrow of the Volga and Tvertsa rivers, on the left bank of the Volga above the mouth of Tvertsa, it is located at 3 Afanasiya Nikitina Embankment , it belongs to the territory of the Zavolzhsky District . It is considered one of the architectural symbols of the city [1] .

The building for many years was not used for its intended purpose and was in disrepair. Overhaul of the structure was never carried out, as a result of which the state of internal structures in recent decades has steadily degraded.
In the evening of August 7, 2017, a partial collapse of the roof, floors of floors and the southern wall of the building occurred, with a total area of more than 400 sq.m. [2] [3] As of the end of June 2019, local authorities did not proceed with the restoration of the building, citing the lack of funds in the city budget and the need to find an investor [4] .
Content
Description
The building of the river station was built in 1938 (architects E.I. Gavrilova, P.P. Paradise, engineer I.M. Tigranov ) on the site of the destroyed Otroch Monastery . It is a three-story building with a tower and a spire, symmetrical wings with arches and balconies, built in the style of Stalinist neoclassicism . Designed for the simultaneous reception of 550 passengers. In 1969 - 1975 berths with a length of about 400 meters were built [5] .
The river station accepts sightseeing and pleasure boats, including distant ones. Until the end of the 1980s, passenger lines operated connecting Tver with cities on the Volga from Rzhev to Uglich [6] , traffic to Rzhev ceased by the beginning of the 1990s; By the beginning of the 2000s, the station served only suburban motor ships to Sudimirki and Morkino [7] .
Currently, the pier is used by sightseeing and pleasure boats; There is no information on regular routes. After the cessation of operation, the Museum of Military Traditions and the Horror Museum were located at different times in the premises of the river station.
Center for Contemporary Art
On April 29, 2011, the Tvertsa Center for Contemporary Art was opened in the river station building. [8] Dmitry Zelenin , then the Governor of the Tver Region , the head of the center, Marat Gelman , and artist Andrei Bilzho, attended the opening.
In support of this event, the first festival of contemporary art “Believe in Tver” was organized in Tver. [9] . Most of the premises of the River Station were occupied by the exposition of installations of the Recycle art group . [ten]
From June 10, 2011, the center hosted the exhibition "Russia for All." [11] The exhibition was anti-nationalistic in nature. The slogan “Russia for all” itself is a contrast to the well-known slogan “ Russia for Russians ”. [12] The opening was attended by Lyudmila Mikhailovna Alekseeva , Joseph Kobzon , Evgeny Yasin .
From July 5 to 8, 2011, the SocialCamp 2011 barcamp took place in the center [13] , however, after its completion, the exposition was not restored. According to unofficial data, this was due to the fact that Andrei Shevelev , who was then the governor of the Tver region, refused to finance the center’s activities in the future [14] .
Building collapse
September 12, 2011 Marat Gelman held a press conference in Tver, at which he talked about the situation around the building of the river station and the center of modern art. In particular, he said that "... the situation is not catastrophic, but the building cannot enter the winter in this state." [15] The building of the River Station has not been repaired for a long time and actually collapsed.
Late on Monday, August 7, 2017, the building collapsed. After the first signs of the beginning of the collapse, the guards fenced the area with tape. There were no casualties from the incident. At 23:45, the ceilings and the southern wall of the semicircular section collapsed. Cracks appeared on the supporting columns of the floors of the second floor. [2] During the day of August 8, further partial collapse of the rotunda structure occurred: the outer walls of the upper hall and its ceiling collapsed [3] . On the fact of a partial collapse of the building, the Zavolzhsky Interdistrict Investigation Department of the Investigative Committee of the Russian Federation began an audit [16] .
Post-Collapse Chronology
The first comment in connection with the collapse of the station building was made by the Deputy Chairman of the Government of the Tver Region Andrei Belotserkovsky , who said that “... further an examination will be carried out, and based on its results, the fate of what remains: and if we want it [station ] to recreate, how it will be done, whether restoration is possible, or it will be the complete destruction of the building and the reconstruction of modern materials ” [17] .
Mikhail Smirnov, head of the Main Directorate for State Protection of Cultural Heritage Objects of the Tver Region, in turn, stated that at the moment the priority is to restore the building, rather than to demolish it, while noting that due to the status of the cultural heritage object assigned building, it is not subject to redevelopment, which discourages potential investors. [18]
On the afternoon of August 8, 2017, the governor of the Tver region Igor Rudenya ordered the creation of a working group, which should assess the condition of the building, as well as take control of the priority emergency repairs and scientific and technical expertise [19] . On August 15, 2017, in a press release [20], he stated that “the River Station will be restored with the preservation of architectural forms”, for which metropolitan experts will be invited to work, including a member of the Russian Academy of Arts Sergey Ossovsky [21] . Regarding how the restored building will be used in the future, the head of the region did not make any substantive comments and said that “this issue will be discussed with specialists”, while noting that “there [will not be any night clubs and shopping centers. " The governor named the spring of 2018 [22] [23] [24] as the approximate date for the beginning of restoration work.
Gallery owner Marat Gelman , who tried to open a center for contemporary art in the station building in 2011, said in an interview with Open Russia on August 9, 2017 [25] that he was convinced that the local authorities were to blame for the collapse of the incompetent, in his opinion who were not actively looking for investors willing to finance the reconstruction of the building. Gelman also suggested that the inaction of officials could also be due to the fact that “they [officials] wanted to clear and build their palace or shopping center there” [25] .
On August 11, 2017, the prosecutor’s office of the Tver region announced the completion of the earlier begun verification of compliance with the legislation on cultural heritage sites by local authorities [26] . According to its results, in the activities of officials of state bodies and institutions, the fact of improper fulfillment of the assigned obligations to ensure sufficient and timely measures for its preservation, as well as the authority to carry out regional and state supervision in the field of protection of cultural heritage of the peoples of the Russian Federation, was revealed. According to a report [26] on the prosecutor’s website, on August 10, a submission was sent to the deputy chairman of the Government of the Tver region, Alexander Menshchikov, on eliminating detected violations of the law.
On August 23, 2017, from material published on the Tverigrad website [27] , it became known that on March 31, 2017, a special commission of eight people, including representatives of the Tver Oblast State Public Institution “Tveroblstroyzakazik” and the Tverproektrestavatsiya scientific and restoration center, an act of visual technical inspection of the station building was drawn up.
Among other things, the document indicated that many sections of the building are in “extremely critical condition,” including the “facade of the southern part of the central rotunda, the stylobate arcade structure, the semi-arches that limit the through passages, the decorative elements of the belvedere, the ceilings on the second floors of the wings buildings ”- that is, the very structures that collapsed on the night of August 7-8.
In addition, fragments of photocopies of some pages of this act were presented in the same publication [27] , including indicative estimates [28] for conducting emergency response measures (~ 7.5 million rubles), development of scientific and design documentation for restoration (~ 15 million rubles), and the repair and restoration work itself (~ 150 million rubles). At the moment, the implementation of repair and restoration work, according to the statement of the head of the Main Directorate for State Protection of Cultural Heritage of the Tver Region Mikhail Smirnov, is estimated at 500-600 million rubles [29] .
Recovery Progress
In mid-September 2017, work began on the building of the station to analyze the collapsed structures: on September 16, 2017, the blockage and construction debris were being analyzed, the spire that had previously been located on the roof of the collapsed rotunda was completely dismantled. Back in August, the building was fenced off from the embankment, pier and the territory of the park adjacent to the station with a high fence, which was installed to prevent people from entering the property.
In October, the government of the Tver region allocated an additional 5.5 million rubles for emergency operations [30] , in addition to 2.3 million rubles allocated in September [31] . By November 2017, the work was completed, the station building was closed with a decorative banner [32] . The spire, columns and belvedere structures were dismantled [33] .
On April 2, 2018, the deputy chairman of the Tver regional branch of the All-Russian Society for the Protection of Monuments of History and Culture, Alexander Smirnova, in an interview, stated that “not a penny was laid down in the budget of the Tver region for [...] the budget for the year 2018 [34] .” [34]
On June 19, 2019, the chairman of the Tver City Duma, Yevgeny Pichuev [35], in response to a question about the fate of the river station, said [4] that “the city has no funds to restore [...] - you need to look for an investor who will be interested to restore railway station".
On July 22, 2019, on the state procurement website on behalf of the State Public Institution Tveroblstroyzakazchik, [36] a lot of the tender for a comprehensive engineering and technical study of two wings (Volzhsky and Tvertsky) of the station building was posted. According to the terms of the lot, the maximum cost of work will be 11.26 million rubles, and the results of the study must be submitted before December 20, 2019.
According to information in the local press, based on the results of this study, a final decision will be made on whether the building is to be restored or not. [37] .
