Jacob van Kampen was born into a wealthy family in Haarlem. As a nobleman, he started drawing as a fun. In 1614, becoming a member of the Guild of St. Luke , he studied painting; several of his works of that time have survived to this day. It is believed that from about 1616 to 1624, van Kampen studied in Italy. Upon returning to the Netherlands, he took up architecture, using in his work the ideas of Andrea Palladio , Vincenzo Scamozzi and the ancient Roman architect Vitruvius .
In 1621-1630 he worked in Haarlem, but his first known work was the Coymans House in Amsterdam , built in 1625. In the 30s of the XVII century, van Kampen, together with the architect Peter Post, developed the project of the Royal Gallery Mauritshuis in The Hague , which currently houses a famous museum with a large collection of art. Around the same time, the design of the building of the first Dutch theater ( Schouwburg ) was created, and around 1645-1650. In a joint project with Leaven de Kay , Nieuve Kerk (or St. Anne's Church) was built in Haarlem, influencing the English mathematician and architect Christopher Wren . Perhaps the most famous work of van Kampen is the building of the Town Hall on Dam Square in Amsterdam, the construction of which was begun in 1648. Currently, the former town hall building is the Royal Palace. Van Kampen was a close friend of the artist Paulus Bohr .
Van Kampen died in 1657 in a residence inherited from his mother near Amersfoort, where he was buried. Prince Johann Moritz Nassau-Zingensky used his ideas in his projects when creating a park in Kleve and Friedrich Wilhelm I (Elector of Brandenburg) during the construction of the city hall and city palace in Potsdam .
