History
1991-1992. Establishment and start of broadcasting
On December 27, 1991, in connection with the formation of the CIS , the termination of activities of state bodies of the USSR , and also in order to ensure the functioning of interstate broadcasting within the CIS, the All-Union State Broadcasting Company was liquidated and the Russian state television and radio company Ostankino [1] was formed on its basis, which passed all television and broadcasting frequencies on which the All-Union State Television and Radio Broadcasting Company broadcasted and the production of all television and radio broadcasting programs GOVERNMENTAL programs All-Union State TV and Radio Company - "Central Television" became "Ostankino TV", "The first program of DH" was called "1st channel Ostankino". The Ostankino State Television and Radio Broadcasting Company was entrusted with the function of covering political, cultural and economic life in the CIS member states. 1992-1994. Management Differences and Financial Issues
The liquidation of the State Television and Radio Broadcasting Company, the weakening of state control and the reduction of budget financing of state-owned media outlets led state-owned television companies, including the Ostankino State Television and Radio Broadcasting Company, to sell airtime in their programs, which led to the emergence of independent production companies that originally existed as editorial offices or creative associations of CT. In the difficult economic situation in Russia, as well as the lack of mobility of television structures, this was the only way the channel could survive. However, the coexistence of commercial and state television on the Ostankino television and radio broadcasting company did not ultimately bring her financial benefits, since most of the advertising money was deposited in the structures that produced the programs and sold them to the Ostankino, and the budget could not make large subsidies that would cover losses .
On November 24, 1992, Yegor Yakovlev, because of the screening of the film about the war between Ingushetia and North Ossetia on Channel 1 of Ostankino, was dismissed [3] and on January 11, 1993, Vyacheslav Bragin was appointed Chairman of the Ostankino State Television and Radio Broadcasting Company [4] . Due to disagreements on the management methods of the television and radio company Igor Malashenko left the post of general director of the Russian state television and radio company Ostankino [5] , his place was taken by Kirill Ignatiev.
Igor Malashenko , Oleg Dobrodeev , Yevgeny Kiselev and Alexey Tsyvarev created the non-state television company NTV in June 1993, Igor Malashenko became President and CEO of this television company, Oleg Dobrodeev Chief Editor and Chief Editor of the Information Service, and Alexey Tsyvarev Director of the Information Service. On December 16, 1993, Vyacheslav Bragin resigned from his post as chairman of the Ostankino State Television and Radio Broadcasting Company [4] . This post was first offered to Vladimir Mukusev, but because of his conflict with the staff of the television company, this candidacy was withdrawn. Also, this position was offered to Evgeny Kiselyov, but he refused. Alexander Yakovlev was appointed Chairman of the Ostankino State Television and Radio Broadcasting Company, and Oleg Tochilin, Chief Editor of the Information Television Agency.
Instead of the “Itogi” program, information and analytical programs “Sunday” began to be led, led by Sergey Alekseev and Novosti Plus, led by Sergey Medvedev .
In the fall of 1992, OITV (Ostankino International Television, Ostankino International Television ) was founded by Russian businessmen in Israel, which, since the fall of 1993, relayed a signal from one of the zone versions of the “Ostankino Channel 1” abroad. In particular, such a version of the channel was broadcast in Israel itself, in early February 1994 in Transnistria, for some time in Ukraine, and since October 1994 in some cities in the European part of Russia. The channel was an Israeli Russian-language advertising, sometimes blocking the transmission. The exact fate of the channel is unknown, OITV allegedly ceased broadcasting after the launch of ORT, in April-May 1995.

Since August 2, 1994, in the off-air time of Channel 1 of Ostankino (in the afternoon from 11:20 to 16:00 and after 1 a.m.), the private company Global Media Systems starts broadcasting in Moscow and St. Petersburg. By early September, its programs became available in twelve cities of Russia. At the same time, in some countries of the near abroad the broadcasting of the “1st Ostankino Channel” was not carried out at all due to the peculiarities of time zones, for example, in Armenia the duration of the broadcasting of the channel was about 6 hours, while in the eastern regions of Kazakhstan to watch the broadcast of “Ostankino” it was not at all possible in the usual sense of time.
On October 3, 1994, a new broadcasting schedule was adopted: from now on, news releases were released at the 52nd minute of each hour, blocking the broadcasts that were broadcast at that time, the timing of each news release was 8 minutes (such a broadcasting network originally existed on GMS). The “Time” program has not been affected by these changes.
At the end of the summer of 1994, the Ostankino State Television and Radio Broadcasting Company signed an agreement with the Lithuanian television company LitPollinter TV. Under this agreement, Ostankino Channel 1 was able to broadcast LitPoliinter TV for several hours [10] . However, already on February 6, 1995, the LitPollinter TV channel stopped broadcasting due to financial problems, and Ostankino again began to broadcast in pure form in Lithuania.
1994-1995. Incorporation of the First channel. Liquidation of the Ostankino State Television and Radio Broadcasting Company
At the end of 1994, part of the leadership of the Russian state television and radio company Ostankino demanded that non-state television companies “share” part of the time in prime time, which meant the closure of part of the programs of non-state television companies. Then the television companies VID , ATV , REN-TV and “ Class! ”Created the Association of Independent Television Manufacturers, which took the initiative to create“ Public Russian Television ”, the majority of whose shares would belong to various business representatives, and ORT broadcasted on the first television channel. On November 29, 1994, by decree of the President of the Russian Federation, the Russian Public Television television company was created, 51% of the shares belonged to the state, and the remaining 49% to business representatives [11] . Meanwhile, the difficult financial situation of the Ostankino State Television and Radio Broadcasting Company (expressed in the inability to carry out normal activities even in the case of large subsidies from the Russian budget; by the end of 1994 the company had accumulated debt to the television center in the amount of 100 billion rubles) could lead to the termination of the first channel network by January 1, 1995, which was another argument in favor of the privatization of the "first button" [12] .
The Director General of Public Russian Television was appointed Director General of the VID television company, Vladislav Listyev , and the chairman of the board of directors of the Public Russian Television, the chairman of the Russian state television and radio company Ostankino, was appointed Alexander Yakovlev [4] .
It was also decided to introduce a moratorium on advertising on the Ostankino Channel 1 on March 1, 1995. But in the evening of that very day, Vladislav Listyev was killed at the entrance of his own house 3 hours after the Rush Hour program. On March 2, 1995, on all channels (including RTR , 2x2 , NTV , TV-6 ), except for the fifth television channel in St. Petersburg , only information programs were broadcast, the rest of the time a static screensaver “Vladislav Listyev killed” was broadcast.
Sergey Blagovolin [4] became the general director of Public Russian Television (ORT), and Arkady Evstafiev became the director of the Information Television Agency.
At the close of Channel 1 of Ostankino, its popularity began to plummet. News releases of ITA News and ITA Vremya began to be inferior in ratings to other information programs, in particular, Vesti and Today broadcasts on RTR and NTV. Viewers did not trust information from the front-line of the first Russian-Chechen war presented on the channel. The New Year’s program of the first button gathered an audience half as large as the NTV karaoke show. The audience of the Channel 1 news was becoming more and more age-related: its core audience was mainly elderly people with a low level of education and conservative political views [13] . Other programs of the channel, in particular, “ Man and the Law ”, were also perceived by young and active viewers as outdated [14] [15] .
On April 1, 1995, the entire first television channel went to ORT. Daytime breaks were no longer held, the GMS television company disappeared from the air, news began to appear in the usual schedule - at 9:00, 12:00, 15:00, 18:00 and after midnight with a time of 20 minutes. RGTRK Ostankino has become a producer of a number of programs - Time , Sunday, Versions (together with REN-TV), In the Animal World , Travelers Club, Health , Man and Law , Under the sign of Pi "and" Lucky chance . On October 6, 1995, by the decree of the President of the Russian Federation Boris Yeltsin, the Ostankino State Television and Radio Broadcasting Company was liquidated [16] , on October 12, 1995 it was liquidated by a decree of the Government of the Russian Federation [17] . The production of the Vremya and Sunday programs was transferred to ORT, the Man and Law and Health programs were transferred to the Region television company (then transformed into RTS ) [15] , and the Versions program was closed and transferred to the NTV channel. The program "Ivanov, Petrov, Sidorov" was also closed (switched to RTR ). In March 1996, the Information Television Agency was liquidated, and Oleg Tochilin and Yulia Rakcheeva transferred to the NTV television company.

[25] As a rule, it was removed when showing information programs (the ITA logo was also in the lower right corner), during announcers, as well as at the end of the broadcast.
On the international version of Ostankino’s 1st Channel, OITV, the corresponding inscription [6] was in the upper left corner.
From 1992 to 1993, the logo of the “1st Channel of Ostankino” was periodically multi-colored (green, blue, purple, pink).
From 1993 to 1995, the logo, standing in the lower right corner, quite often moved farther, now closer to this corner and to the right side of the screen, this is clearly visible on the records of different years. Also, the logo changed slightly in size and volume, as well as in transparency, and on the last day of broadcasting, March 31, 1995, was “flattened”.
A similar logo is currently used by the Ukrainian TV channel 1 + 1 .
Screensavers
- Clock (1991-1994) : analog clock, on a blue background, with white serif letters. They usually appeared before information programs, before leaving for a day break, and also at the beginning and end of the broadcast of the GMS television company.
- Clock (October 12, 1994 - 1995) : a similarity of the central clock was used in the computer version (the second hand was sharp). Also, this watch had a lighter and brighter background, a different font of numbers.
- Main screensaver (1992) : a square appears against the background of the cloudy sky. Then there is a disassembly of the square around its axis and as a result, the square turns into one. At the bottom there is an inscription "Ostankino".
- End of broadcast (1992) : a square appeared on a cloudy background. Then the unit in the center of the square-frame was assembled from 6 cubes, which rotated on the principle of a rubik-cube around its vertical axis. One side of the cube - part of the cloudy background, the second side - white - formed part of the unit. They all turned synchronously, forming a unit. The inscription “Ostankino” appeared below. Then came the “Don't forget to turn off the TV” screen saver of 1988.
- Advertising (1993-1994) : against the background, three rays of spotlights of different colors appeared, shone at one point and went up. After that, the inscription “Ostankino Advertising Agency” appeared and phone and fax numbers appeared. A later splash screen showed a neon billboard with the same caption.
- The main screen saver (1993) : to the music, presumably in the style of ambient, on the yellow-pink background the inscription “On air Ostankino television” appeared, rotated 180 degrees and within 8 seconds turned into the correct position.
- Начало эфира (1994) : показывалась движущаяся 3D-пирамидка с логотипом-единичкой на синем фоне. Когда пирамидка вставала на место логотипа, появлялась надпись «В эфире телевидение „Останкино“», написанная шрифтом Micra.
- Конец эфира (1994—1995) : показывался падающий вниз кубик с логотипом. Затем из центра экрана вылетал оранжевый квадрат с надписью «Спокойной ночи!» или «До встречи в 15.00!» (перед дневным перерывом), затем вылетал красный квадрат с надписью «Не забудьте выключить телевизор!». Шрифт всех надписей — Broadway. После окончания музыки (в дневной заставке звучала сокращённая мелодия начала эфира, заставка конца эфира ночью шла с грустной музыкой) около полуминуты звучал повторяющийся сигнал, при этом перед ним слышен звук непонятного происхождения.
- Основная заставка (1995) : на синем фоне появляются три куба (синий, красный и зелёный), потом они соединяются, образуя куб с логотипом на его сторонах. После он встаёт на синий фон с Останкинской башней, вокруг которой лежат 3 цветных шара. Появляется надпись «В эфире» — вверху, «телевидение Останкино» — внизу.
Время вещания
- 1992—1993 : по будням начинал вещание в 6:00, по субботам — в 7:30, по воскресеньям — в 8:00, эфир заканчивался в 1-4 часа ночи. По будням проводился перерыв в вещании с 12-14 до 14-15 часов [26] . С 24 февраля по 23 марта 1992 года по будням проводились перерывы и поздним вечером с полуночи до 1 часа ночи [27] .
- Июнь 1993—июнь 1994 : перерыв в будничном вещании стал проводиться только по понедельникам [28] (не всегда; иногда и в другие дни недели) [29] . К тому времени вечернее вещание телеканала завершалось к 1-2 часам ночи. В июне 1994 года дневные перерывы не проводились.
- Июль 1994 : перерыв в вещании снова стал проводиться по всем будним дням с 12:20 (± 10 минут) до 16:00 [12] [30] .
- Август—октябрь 1994 : перерыв стал начинаться часом раньше, в 11:20 [31] . В Москве и Санкт-Петербурге (а к началу сентября ещё в двенадцати городах России) в этом промежутке времени начинает работу телеканал «GMS». Стоит отметить, что днём 31 августа 1994 года «GMS» вещало только с 12 до 14 и с 15 до 16 часов в связи с прямой трансляцией канала «Останкино» о выводе российских войск из Германии [32] . Вечернее вещание канала «Останкино» завершалось около 1 часа ночи. С 29 августа «GMS» вещает и в ночном эфире (с часа ночи до четырёх утра).
- Октябрь 1994—март 1995 : перерыв стал начинаться в 11:00 [33] (иногда чуть раньше [34] ).
Профилактики на канале проводились раз в месяц по понедельникам до 15:00, 17:00 или 18:00.

В 1992—1995 годах на канале показывали лучшие советские мультфильмы киностудий «Союзмультфильм», «Киевнаучфильм», «Беларусьфильм», «Свердловск-телефильм», «Куйбышев-телефильм», «Саратов-телевильм», «Пермь-телефильм», «Грузия-фильм», «Арменфильм», «Узбекфильм», «Таллинфильм». Также, на канале демонстрировались зарубежные мультфильмы, мультсериалы, иногда японские аниме.
