First Act

Billy, in the guise of Doctor Horrible, shoots the next part of his video blog , describing his plans and responding to viewers' letters. Responding to another letter, Billy, plunging into the memories, reveals his secret beloved Penny, with whom he is afraid to speak.

Memories Billy interrupts the arrival of his friend and henchman Wet, who brings him mail. Among the correspondence is a letter from the Bad Horse, the head of the Evil Evil League, in which Billy dreams to get. The letter informs Doctor Horrible that his request to join ZLZ has been reviewed, and that he is required to commit a demonstrative crime in order to join. Billy decides to capture the material required to create a time-stopping beam - miraclefloun.

Despite the fact that as a result, Billy manages to capture the wonderflony, because of his actions, Penny begins to meet with Captain Hammer.

Act II

Billy secretly watches the dates of Penny and Captain Hammer, singing the song "My Eyes" ( eng. "My Eyes" ) about how terrible the world is. Penny echoes the song, but where Billy sees a cause for bitterness, Penny sees a reason for hope and an opportunity to make the world a better place. Penny Captain Hammer, listening to the girl, supports the girl, but it is obvious to the viewer that he is more interested in himself than in the problems of the world.

At the same time, there is a friendship between Billy and Penny and they communicate a lot during laundry meetings.

In his blog, Dr. Horrible reveals that he has completed the assembly of “The Luft-Ray”, and promises to use it the next day. From the following entry, we learn that the plans of Dr. Awful failed, as Captain Hammer and the Los Angeles police, as it turned out, also watched his video blog. Dr. Horrible calls Bad Horse and reports that public failure of indicative atrocity can be compensated only by committing a murder. The call, like the letter, is voiced by the “Bad Horse Chorus” ( eng. “Bad Horse Chorus (Reprise)” ). Billy is not ready for such a turn of events - he clearly does not want to become a murderer, but he does not intend to give up his place in ZLZ.

Billy tries to discuss his problems with Penny using the recruitment metaphor. Penny sympathizes with Billy, as she herself has repeatedly had difficulty working. Penny sings the reassuring Penny's Song , which almost ends with a kiss. At the last moment, Penny recalls that Captain Hammer must come by right now and report this to Billy. Billy panics and tries to escape, but does not have time. Penny “introduces” them, and although Captain Hammer pretends not to recognize Dr. Terrible under Penny, left alone with Billy, he begins to mock him, and promises to drag Penny into his bed simply because she likes Dr. Horrible.

The angry Billy finds a positive side in what is happening - he decides to kill Captain Hammer, as he sings the joyful song "New Day" ( eng. "Brand New Day" ).

Third Act

All of Los Angeles sings the song "They Speak" ( eng. "So They Say" ), discussing Captain Hammer's crusade against homelessness. The song sings along with Penny, reflecting on his relationship with Captain Hammer, Dr. Horrible, convincing himself of the need to construct Death-Ray ( English Death-Ray ), and Captain Hammer himself, arguing that a permanent girl would be useful to his image. .

At the opening ceremony of the homeless shelter, Captain Hammer pushes a speech about the poor homeless, which goes into praise and bragging about his relationship with Penny - the song "We are all heroes" ( Eng.
