Robert Franklin Williams ( February 26, 1925 - October 15, 1996 ) is president of the National Association for the Promotion of Color Development in Monroe , North Carolina .

He attracted men from this association and created an organization whose members carried weapons for self-defense. This step was dictated by the need to defend themselves against whites, who made it a rule to arrange binges with shootings on the territory of the Negro community and to terrorize local residents. One of the first blacks in favor of self-defense.
In support of his position, he wrote special articles that greatly influenced Black Panthers . He initiated a campaign to reconsider the scandalous court decision, according to which two black boys were sentenced to be in a penal colony under 21 years old because a white girl kissed them during the game.
In 1961, he left the United States with his wife after being put on the federal wanted list on charges of kidnapping. Williams went to Cuba, then spent some time in the People's Republic of China, visited Vietnam and Tanzania, continued to write.
In 1969 he returned to the United States, where he was elected chairman of the interim government of the Republic of New Africa . He was immediately arrested, but at a trial in 1975, the state of North Carolina dropped charges against Williams.
