Heroes of labor prior to the establishment of rank
The term “Hero of Labor” has been actively used since 1921 — then letters with this phrase began to be handed in to advanced workers with a long working life. The assignment was made by the provincial councils of trade unions on the proposal of workers' meetings. The first such diplomas were received by several hundred workers of Moscow and Petrograd .
At the same time with the certificate, valuable gifts were given (they could be goods that were scarce at the time, such as a pair of boots or a piece of cloth for a suit). For example, in March 1922, the rank of Hero of Labor was conferred on workers for the early restoration of Ufa City Power Station 8. In accordance with the resolution of the Ufa provincial council of trade unions, each person awarded an honorary title was given one and a half pounds of flour, a set of underwear and one pair of shoes [1] .
Although breastplates were not provided for, they were introduced in a number of people's commissariats and enterprises.
