Slobodan Miloshevich ( Serb. Slobodan Milosevicћ, Slobodan Milošević ; August 20, 1941 , Pozarevac , Kingdom of Yugoslavia - March 11, 2006 , The Hague , Netherlands ) - Yugoslav and Serbian statesman and political figure, President of Serbia from 1989 to 1997 (originally Socialist Republic of Serbia) Yugoslavia ), then the President of the Federal Republic of Yugoslavia (FRY) in 1997-2000. Milosevic was one of the central figures in the events of the collapse of Yugoslavia and the bloody armed conflicts that accompanied this process.

The name Milosevic is associated with a complex and dramatic series of ethnic conflicts and civil wars that followed the collapse of Yugoslavia in the early 1990s and led to a large-scale military intervention by NATO forces in 1999 . The causes and course of these conflicts are fundamentally differently interpreted not only by the parties to these conflicts, but also by the world community. At the same time, opinions are extremely polar.
Some consider Milosevic one of the main culprits of these dramatic events, an international criminal. Others do not see any criminal component in his actions and consider him, as well as the country he led and whose interests he firmly defended, the victim of arbitrariness on the part of the United States and NATO . According to the second point of view, formulated by Russian diplomat Julius Kvitsinsky , ethnic conflicts on the territory of the former Yugoslavia, and especially on the territory of Kosovo , were deliberately provoked and bloated by the United States, pursuing the following goals: preparing world public opinion, ensuring military intervention by NATO forces, changing leadership, political and the economic course of Yugoslavia, its final dismemberment and control within the framework of European structures, the gap for centuries of existing ties of the Yugoslav Sovereign Russia, ensuring its subsequent military presence in the territory of the former Yugoslavia [6] .
Biography
Early Years and Origins
Born in Pozarevac (Serbia) in a poor family. The Milosevic family originates from the village of Lieva-Reka in Montenegro [7] . Milosevic’s parents, however, lived in the Montenegrin village of Uvacha.
Father Svetozar was a priest, he taught Russian and Serbo-Croatian languages in the high schools of Montenegro and Kosovo, and held pan-Slavic political views. His mother, Stanislav, was a teacher at school, but at the same time he was an ardent Communist and Communist Party activist, trying to raise children (Slobodan had an older brother Borislav) in a communist spirit. Due to constant quarrels, Svetozar left his family and went to Montenegro, where he shot himself in 1962.
Stanislaus lived the rest of her life completely alone, committing suicide in 1974 (hanged herself in her apartment on the chandelier) [8] .
Education
Milosevic studied well, but he avoided trusting relationships with friends, as a result of which his friends believed that Slobodan would become the head of the railway station at best [9] . January 15, 1959 Milosevic joined the Union of Communists of Yugoslavia. In 1960 he graduated from high school and gymnasium in Pozarevac. In 1964 he graduated with honors from the Faculty of Law at the University of Belgrade [10] .
Political activities
Supervised by the Belgrade Information Service. In the 1970s , he headed the oil company, then the Belgrade Bank. He was a member of the Union of Communists of Yugoslavia, the ICSU since 1959 . Since 1984, he was chairman of the Belgrade city committee of the Union of Communists of Yugoslavia.
From 1986 to 1989, he served as Chairman of the Presidium of the Central Committee of the Union of Communists of Serbia. On October 4, 1988, in the Backa Palanka, the crowd demanded the resignation of the Vojvodina government [11] . The next day, Milosevic led a popular campaign on Novi Sad to the building of the local parliament [11] . The Yugoslav people's army refused to break up the procession and the authorities of Vojvodina resigned. In 1989, Milosevic was elected President of the Republic of Serbia .
On 28 June 1989, on the day of the Battle of Kosovo , during a rally in Kosovo, the leader of the communists, Milosevic, said in connection with the Serbian and Albanian conflict in Kosovo : “I want to tell you, comrades, that you should stay here. This is your land, this is your home, your fields and gardens, this is your story. You should not leave this land just because life is difficult here, because you are being humiliated. Serbs and Montenegrins never gave in to difficulties, never retreated during the hours of battle. You must stay here - in the name of your ancestors and your descendants. Yugoslavia does not exist without Kosovo! ” [12]
At the head of Yugoslavia
In 1991, after independence was declared by Slovenia and Croatia, he supported the dispatch of units of the Yugoslav People’s Army there. The Slovenian conflict was almost bloodless, unlike the Croatian conflict , during which thousands of people died, hundreds of thousands became refugees.
In February 1993 (after the Croat attacks on Krajina , which was under the protection of UN peacekeepers ) and at the height of the Bosnian war, Slobodan Milosevic gave an interview to the Russian newspaper Pravda , in which he accused Germany of the breakup of Yugoslavia :
“On the position of Serbia ... We never changed it: we always stood for a peaceful solution of the issue. We did not dispute and do not dispute the right of any people to self-determination. It is understood that the Serbian people have the same right. You remember what happened. Slovenia and Croatia unilaterally separated from Yugoslavia, separated using force. These steps immediately supported who was vitally interested in this.
We are faced with an amazing fact: the international community recognized the right to secession more weighty than the right to remain in our country. So a great crime was committed: Yugoslavia was destroyed - a country that is one of the founders of the UN. Let me be frank: behind all these events is the policy of Germany. It is in the interests of the German Catholic Alliance - the destruction of not only our country, but also yours. It is in their interest that blood be shed both here and there. ... It all started with the unification of Germany. As soon as this happened, Germany began to punish the winners of the Second World War. The press with German pedantry divided the world into good and bad. “Good” are those who were in the Second World War with the Nazis and lost the war. A "bad" - those who were not with them and won the war ... Yugoslavia had to be destroyed. Yugoslavia became the first victim of the policy of revanchism. ”

In 1995, Milosevic became one of the signatories of the Dayton Agreement in the United States, which formally ended the 1992-1995 war in Bosnia . In 1996, the formation of separatist armed units began in Kosovo, which were soon consolidated into the Kosovo Liberation Army . A partisan-terrorist war unfolded in the province, the victims of which were hundreds of civilians, officials and the military of Yugoslavia. At the first stage, only militia units fought against the separatists, but in 1998 Milosevic sent a Yugoslav army to the region, which caused a sharp reaction in the West. In June 1998, Western countries threatened to use force if the FRY did not withdraw troops and special forces from Kosovo. At the meeting of Milosevic and Yeltsin in Moscow, a joint Statement was made on the need to solve the problem peacefully, but the military actions that were accompanied by repression and ethnic cleansing on both sides of the conflict could not be stopped [14] [15] [16] [17] .
On May 27, 1999 (during the conflict in Kosovo ) Milosevic was accused by the UN and NATO of war crimes, violation of the Geneva Convention and genocide . Yugoslavia was bombed by NATO aircraft . As a result of the international military operation on June 20, 1999, the Yugoslav army was withdrawn from Kosovo and Metohija.
In 2000, in the presidential elections in Yugoslavia, rival Milosevic Voislav Kostunica won, however, according to the authorities, he did not get an absolute majority of votes. Milosevic demanded a second round of voting in accordance with the law. As a result of the street demonstrations on October 5, 2000, which went down in history as the “ bulldozer revolution, ” Milosevic was overthrown.
On April 1, 2001, Milosevic was arrested in his villa in the Belgrade district of Dedinje during a police special operation [18] , and on June 28 of the same year, on the initiative of Prime Minister Zoran Djindjic, was secretly transferred to the International Criminal Tribunal for the former Yugoslavia , which caused considerable indignation parts of the Serbian public and President Kostunica.
Milosevic died as a defendant on March 11, 2006 in a prison in The Hague from a myocardial infarction (according to autopsy results) [19] .
The Milosevic trial at the Hague Tribunal
Legal process
In May 1999, the Hague International Tribunal for the Former Yugoslavia (ICTY) filed charges against the former Yugoslav President Slobodan Milosevic for committing war crimes in Kosovo in 1999. Milosevic and the four top Yugoslav leaders were accused on five points qualified as crimes against humanity - murder, persecution for political, racial and religious reasons, deportation - and one point qualified as a violation of the laws and customs of war. On April 1, 2001, Milosevic was arrested in accordance with Yugoslav law for criminal charges [20] .
On June 28, 2001, Slobodan Milosevic was detained by the ICTY and transferred to the UN prison in The Hague. The trial began on February 12, 2002. Due to the deterioration of the state of health, the process over Slobodan Milosevic was interrupted 22 times. March 11, 2006 Slobodan Milosevic died of a heart attack in the prison of the Hague Tribunal. On March 14, 2006, the ICTY closed the case of Slobodan Milosevic [20] .
Slobodan Milosevic's Protective Speech
In February 2002, Milosevic made a long defensive speech in The Hague, in which he gave refutations on several dozen points of accusation (and also recorded the inconsistency of this trial with a number of international legal norms - that is, in fact, its illegality from the point of view of international law ). In addition, in his speech, Milosevic gave an extensive analysis of the background, origins and course of the NATO war against Yugoslavia. He presented evidence (including photos and videos) of a number of NATO war crimes: the use of prohibited weapons, such as cluster bombs and depleted uranium ammunition , the deliberate destruction of non-military objects, numerous attacks by civilians [21] [22] [23] [ 24] .
In his speech, Milosevic also indicated that the bombing carried out by the alliance did not and could not have military significance: for example, as a result of all the rocket-bombing attacks on the territory of Kosovo, only 7 tanks of the Serbian army were destroyed. Citing the facts, Milosevic pointed out that in a large part of the cases of rocket-bombing of civilians the victims were ethnic Albanians, and sought to prove the thesis that NATO’s mass attacks against Albanian peasants were not unintentional, but were a deliberate action designed to provoke their massive exodus from Kosovo to neighboring states. The presence of the masses of Albanian refugees could, in the eyes of the world community, confirm the accusation of the Serbs of the Albanian genocide, the main thesis put forward by the NATO leadership as the basis for the “operation”. According to Milosevic, the same goal was served by the massacres of Albanian militia over those Albanians who did not want to leave Kosovo. From this, in particular, Milosevic concluded that the Albanian armed forces, on the one hand, were fully coordinated with the NATO operation, on the other. As one of the proofs of this thesis, Milosevic cited leaflets in Albanian that called for the Albanian population to flee from Kosovo. These leaflets were scattered from NATO aircraft [22] [23] [24] .
The text of Milosevic’s defensive speech gives a broad view of the dramatic events that took place in Serbia and in other former Yugoslav republics in the 1990s [21] .
Milosevic's death and reaction to it
The trial of Milosevic’s case was not completed, since the defendant died on March 11, 2006 in a prison in The Hague , according to the results of the autopsy , from myocardial infarction . He was discovered by prison staff without signs of life on a bed in his cell in Scheveningen . [nineteen]
In 2003, three years before Milosevic’s death, his wife, Mira Markovich, publicly stated that the treatment prescribed to Milosevic by a prison cardiologist “requires much more rapid adjustment,” and the approval of the official representatives of the tribunal that there is a necessary medical observation in prison called the "absolute lie" [25] .
Shortly before the tragic outcome, Milosevic’s health deteriorated sharply, he suffered from recurring heart attacks and applied for treatment in Russia , stating that medical measures taken at the place of detention did not have a result and were purely superficial. The Tribunal refused him, explaining that the refusal was that the reference to the disease was only a pretext for absconding. The Russian side reported to The Hague that it gives a full guarantee of the return of the ex-president to the dock. In a letter written three days before his death and addressed to the Ministry of Foreign Affairs of Russia, [19] Slobodan Milosevic wrote:
“I think that the persistence with which they do not allow me to receive medical care in Russia is primarily motivated by the fear that, as a result of careful research, it will inevitably reveal how the malicious campaign against my health was conducted during the trial - its fact cannot be hidden from Russian specialists ".
The government of Serbia and Montenegro refused to bury the former president with state honors. Foreign Minister Vuk Draskovic said on this occasion: "Turning a serial killer into a national hero would be a disgrace to Serbia, making it a country in which crime is the highest virtue."
There were other responses. Thus, Ivica Dacic , Chairman of the URF Main Committee, stated that Milosevic was killed at the Hague Tribunal, and thus the process of his systematic destruction at the Tribunal was completed. According to Dacic, the tribunal’s refusal to release Milosevic to Moscow for treatment was a fatal verdict. He added that Milosevic was able to protect the Serbian people from charges of genocide and ethnic cleansing, which is vital for the future of Serbia.
The Serbian Radical Party stated that the Hague Tribunal killed Milosevic, stressing that the prosecutor’s office and the false judges of the tribunal bear the greatest responsibility for his death. The Deputy Chairman of the PSA, Tomislav Nikolic, said that the liquidation of the Serbs at the Hague Tribunal should be stopped. Николич призвал президента Сербии Бориса Тадича амнистировать членов семьи Милошевич за инкриминируемые им преступления, чтобы на нём не остались следы сомнения, что он не допустил похороны Милошевича в Сербии.
Председатель Социал-демократической партии Небойша Чович заявил, что смерть Милошевича ложится большим позором на Гаагский трибунал, основанный ООН в целях правды, примирения и демократичности. Наступил момент, когда наше государство должно потребовать пересмотра процессов в Гаагском трибунале, сказал Чович.
Функционер Демократической партии социалистов Черногории Миодраг Вукович заявил, что следует подождать официального сообщения о причинах смерти Милошевича. Если окажется, что смерть наступила в результате подорванного здоровья Милошевича, то тогда можно ставить вопрос, почему его неадекватно лечили и почему не верили России, давшей гарантии на его лечение, сказал Вукович.
«Смерть Милошевича не позволила завершить важное международное судопроизводство, что вызовет последствия в политических отношениях в Сербии, да и шире», — заявил пресс-представитель Социалистической народной партии Черногории Миомир Воинович .
Председатель Демократической сербской партии Черногории Ранко Кадич оценил, что смерть Милошевича не даст миру возможности услышать и другую сторону о распаде Югославии и последовавших за этим событиях.
Похороны
80 тысяч жителей Белграда пришли на прощальную панихиду в здание Музея революции [26] .
Новый президент Сербии Борис Тадич в специальном заявлении отказал в проведении похорон Милошевича с государственными почестями [27] . Поэтому прощание проходило в частном порядке.
Слободан Милошевич похоронен 18 марта 2006 года в его родном городе Пожаревац , в 80 километрах к юго-востоку от Белграда . Могила находится во дворе семейного дома Милошевичей, «под старой липой, под которой он впервые поцеловал свою будущую жену» [28] . В церемонии похорон приняли участие 50 тысяч сербов. Сообщения об «оправдании» Милошевича
24 марта 2016 года МТБЮ выпустило документ по делу против Радована Караджича с констатацией о недостаточности свидетельств у обвинения для доказательства того, что Милошевич является виновным в военных преступлениях и преступлениях против человечности [30] [31] . В ходе расследования дела Караджича суд установил (параграф 3460, страница 1303), что нет достаточных доказательств утверждать, что Слободан Милошевич согласился с общим планом. Ранее в том же параграфе суд установил, что «Милошевич в ходе конфликта предоставлял боснийским сербам помощь в виде военного персонала, тылового обеспечения и оружия».
В августе 2016 года первый вице-премьер Сербии и глава МИД Ивица Дачич опубликовал на официальном сайте МИД Сербии заявление о том, что пункт 3460 данного документа освобождает Милошевича от подозрений в этнических чистках и военных преступлениях в Боснии и Герцеговине [30] [33] [34]
Британский юрист Джеффри Найс (бывший заместитель прокурора на процессе по делу Слободана Милошевича) прокомментировал данную ситуацию, сообщив, что по его мнению оправдание Милошевича является «очевидной неправдой», так как Суд в то время работал по другому делу (не Милошевича), а фразы неверно интерпретированы [32] .
Family
- Жена — Мириана (Мира) Маркович ( 1942 — 2019 ), политик, основала в 1994 партию «Югославские левые». По воспоминаниям друзей семьи, имела огромное влияние на мужа, именно она во многом способствовала успеху его политической карьеры. Тайную выдачу сербскими властями Милошевича Гаагскому трибуналу назвала «кульминацией кризиса национальной морали» [9] .
- Сын — Марко. Родился в 1974 году. В первой половине 1990-х гг. начал заниматься бизнесом в сфере услуг, управлял рядом ресторанов и ночных клубов в СРЮ. В прессе неоднократно публиковались обвинения в связях с криминалитетом [35] [36] . В 2003 году Марко вместе с матерью уехал в Москву, где в 2008 году получил политическое убежище. В 2007 году власти Сербии выдвинули против него обвинение в контрабанде сигарет в 1990-е гг., причастность к которой сам Марко отрицает [37] . По данным сербской газеты «Курир», в России он продолжает заниматься бизнесом, является совладельцем ряда ресторанов и ночных клубов [38] . Женат, имеет сына Марко [39] .
- Дочь — Мария с внуком Марко живёт в Черногории. Отстреливалась во время ареста своего отца, за что в сентябре 2002 года приговорена к 8 месяцам тюрьмы [40] .
- Старший брат — Борислав Милошевич . Родился в 1936 году. Окончил юридический факультет Белградского университета, затем работал в Отделе международных отношений Центрального комитета Союза коммунистов Югославии. С 1970 года на дипломатической службе: в 1970—1975 гг. был сотрудником посольства СФРЮ в Советском союзе, в 1985—1989 гг. послом в Алжире, а в 1998—2001 послом СРЮ в Российской Федерации. После отставки жил и работал в Москве [41] . Скончался 29 января 2013 года после длительной болезни [42] .
Мира Маркович покинула территорию Сербии весной 2003 года, Милошевич-младший — осенью 2000 года. В марте 2006 года Маркович и Милошевич-младший получили статус беженцев в России [43] . В 2007 году Сербия объявила вдову и сына югославского лидера в международный розыск по обвинению в убийствах и преступлениях экономического характера [43] . В 2008 году Россия отклонила запрос Сербии на экстрадицию Маркович и Милошевича-младшего [44] [45] .
