Biography
Since 1948 he studied law at the universities of Kiel and Marburg . Did not belong to any party. From January to June 1981 in the Berlin Senate, the reigning burgomaster of Hans-Jochen Vogel , he served as senator for federal affairs. From April to October 1982, he served as the head of the department of the Federal Chancellor, at the same time exercising control over the German Federal Intelligence Service . From 1983 to 1994 he worked as state secretary of the Ministry of Science and Research of the State of North Rhine-Westphalia .
