Biography
Born in the family of a migrant from the city of Gavar, Adibek Avakyan. In 1963 he graduated with honors from the Law Faculty of Moscow State University. He studied at the correspondence graduate school of the same university. In 1970 he defended his thesis “Issues of legal regulation of the activities of local Councils”; in 1980 - doctoral dissertation "Legal regulation of the activities of representative authorities in the USSR (problems of theory and practice)."
Since 1971, he worked at the Faculty of Law of Moscow State University as a senior researcher , associate professor . Since 1983 - professor, since 1994 - head of the department of constitutional law (since 2001 - constitutional and municipal law), Faculty of Law, Moscow State University.
S. A. Avakyan gives a course on constitutional law of Russia and special courses on the issues of judicial resolution of constitutional disputes, Russian parliamentarism, constitutional and legal foundations of modern political development of Russia.
He was a member of working groups on the preparation of a number of laws of the USSR, the RSFSR, the Russian Federation, and Moscow.
Currently, he is a co-chair of the Scientific and Expert Council on Constitutional Legislation under the Chairman of the State Duma, a member of the Scientific and Expert Council under the Chairman of the Council of the Federation, Scientific and Methodological Councils at the Central Election Commission of the Russian Federation and the Commissioner for Human Rights in the Russian Federation.
