Creation and registration

The "International Academy of Informatization" grew out of Moscow City Administration (Moscow City Information and Reference Office) [1] [2] [3] . Moscow City Information Office and the Moscow Aviation Institute have the same actual mailing address [3] [4] . For example, Andrei Khariton, chairman of the International Registration Chamber of Information and Intellectual Novelty (similar to the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation at the Moscow Aviation Institute), holds positions both at the Moscow Aviation Institute and the Moscow City Administration. [5] The founders of the International Academy of Informatization included the leadership of the Moscow City Directorate, the organization was headed by the director of the Moscow City Directorate I. I. Yuzvishin (now deceased) [3] [6] [7] [8] [9] .

The “Academy of Informatization of the USSR" was registered in 1990 as a small enterprise. After the collapse of the USSR , in 1992 it re-registered in the International Academy of Informatization. [1] [8] Since 1994, it has the status of an associate non-governmental organization at the UN Department of Public Information , and since 1995 it has general consultative status with the United Nations Economic and Social Council (ECOSOC) [10] [11] . This status implies access to UN documents and participation in conferences and consultations held by ECOSOC, but “ does not mean its inclusion in the UN system and does not give such an organization or its employees the right to any privileges, immunities or special status ” [12] .

In the summer of 1996, the International Academy of Informatization co-founded the organization "International Inter-Academic Union" , registered in the Ministry of Justice of Russia as a " public association of scientists ." Then, on November 4, 1996, she created the Autonomous Non-Profit Organization Higher Expert Qualification Committee (EECC), on behalf of which the Higher Inter-Academic Certification Commission (WACA) was established by the Moscow Aviation Institute and received the authority “ to award the doctor’s and candidate of science degrees , as well as the conferment of the academic titles of professor and associate professor with the issuance of diplomas and certificates of the established form . " [7]

In 2007, the International Academy of Informatization registered its flag and emblem [13] .

Criticism of Activities

The organization is sharply criticized by a number of representatives of the scientific community . She is accused of propagating pseudoscience [1] [14] . Other researchers draw attention to the fact that the organization is engaged in the sale of diplomas of “academicians” [15] , the appropriation, without due verification of the scientific achievements of applicants, academic degrees not recognized by official structures [15] . The topic of dissertations can be, for example, getting rid of hazing in the army, solving the problem of desertion and lack of food by moving beds into barracks in energy-friendly zones, as well as introducing a vegetarian diet and conducting several meditation classes several times a day. [9]

The Chairman of the Commission to Combat Pseudoscience and the Falsification of Scientific Research , Academician of the RAS E.P. Kruglyakov noted:

 The International Academy of Informatization (the former Moscow City Administration) stamps specialists in one hundred and one specialties. Among them, of course, there are “ astrology ” and “ ufology ”, “ extrasensory sensation , telepathy , telekinesis and other non-material phenomena”, etc. [1] [2] 

The observer of the Moskovskiye Novosti newspaper journalist Svetlana Kirillova believes that even in their internal documents the MAI departments lie that their academic councils were created with the consent of the State Committee of the Russian Federation for Science and Higher Education, and notes: “we are dealing with people who prefer themselves to believe in what they are doing before starting to cut the suckers. The fact that the Khabarovsk suckers are going to be cut with taste follows from the list of specialties in which they will (not for free) award the degree of doctor and the title of professor. This is „fundamental and applied research on the informational problems of the universe ... cosmology, cosmochemistry, astrophysics, astronautics, noosphere , pedagogy, biophysics, genetics, medicine ... religion, radio, television, astrology, ufology, cinema, archive and reference facilities ... tourism, social economic problems of cities, countries, the planet, the Universe "" [16] .

In the Final Declaration of the International Conference “Totalitarian Sects - the Threat of Religious Extremism”, held in Yekaterinburg in December 2002 under the auspices of the Plenipotentiary of the President of the Russian Federation in the Ural Federal District and organized by the Yekaterinburg Diocese of the Russian Orthodox Church , MAI is included in the list of “ destructive totalitarian sects and groups, having a significant number of signs thereof ” [17] .
