Biography

Igor Iosifovich Tenyukh was born in 1958 in the city of Stryi, Lviv Region, Ukrainian SSR .

In 1982 he graduated from the Leningrad Higher Naval School named after M.V. Frunze .

Officer service began as commander of the warhead of the ship.

From 1983 to 1991 - commander of the raid minesweeper , commander of the distillation crew, senior assistant commander of the sea minesweeper, commander of the sea minesweeper "Signalman", head of the department for storage of weapons and equipment of the mine and anti-submarine weapons base.

Service in the Ukrainian Navy

At the end of 1991, Igor Tenyukh was the first naval officer in the new Ukrainian army to join the organizing group to create the Ministry of Defense of Ukraine under the leadership of First Minister Konstantin Morozov.

In 1991, he participated in the development of draft laws on the creation of the Armed Forces of Ukraine as part of the Verkhovna Rada of Ukraine Commission on Defense and State Security.

In 1991-1995, he was a senior officer in the combat support department of the Naval Forces Directorate of the Ministry of Defense of Ukraine, head of the naval command and control division of the Main Headquarters of the Armed Forces of Ukraine, head of the direction department of the Main Operations Directorate of the General Staff of the Armed Forces of Ukraine.

In 1994, he graduated from the Institute of Foreign Languages of the US Department of Defense , and in 1997, he graduated from the Department of Training Specialists of the Operationally Strategic Level of the Academy of the Armed Forces of Ukraine.

Since 1997, he served as commander of the 1st brigade of surface ships, head of the organizational group for the formation of a squadron of dissimilar forces, commander of the 4th squadron of dissimilar forces of the Ukrainian Navy.

In 2002, he served as commander of the multinational naval exercises Blackseafor .

An active participant in the Orange Revolution , he was a member of the National Salvation Committee, headed by Viktor Yushchenko [2] .

Starting March 2, 2014, Ukrainian military units and Navy ships located on the territory of the Autonomous Republic of Crimea were blocked by armed special forces of the Russian GRU who appeared on the peninsula without military insignia, as well as, in part, civilians calling themselves “Crimean self-defense units” " The Ukrainian Armed Forces did not offer any active resistance. On March 11, 2014, Igor Tenyukh made a statement to the Verkhovna Rada of Ukraine stating that “The Armed Forces of Ukraine do not have a legal right to start military operations in Crimea,” because “there is no de jure open aggression of Russia, since the Russian Federation does not officially recognize responsibility for the military invasion. " Igor Tenyukh also stated that in such a situation “the use of the Ukrainian armed forces in Crimea without declaring martial law entails criminal liability” [5] Later, Igor Tenyukh explained the lack of resistance of the Ukrainian military by the fact that the order issued on March 3, 2014 and allowing the use of weapons for self-defense, as well as a repeated order issued after the death of a Ukrainian soldier, [6] was not actually implemented in order to prevent bloodshed. On March 25, 2014, at the morning meeting of the Verkhovna Rada, Admiral Tenyukh himself resigned. 197 deputies voted for his dismissal (with the required minimum of 226 votes), on the same day, with a second vote, his resignation was adopted by the votes of 228 deputies [10] .
