Biography
Born on September 24, 1954 in the village of Yevlashevo, Kuznetsk district, Penza region .
Education and work
In 1979 he graduated from the Moscow Institute of Fine Arts named after G.V. Plekhanov , Saratov Higher School of Economics in 1989 .
From 1971 to 1972 he worked as a welder of SAZ . From 1972 to 1974 he served in the CA. After the service, he continued to work at the Saratov aircraft factory.
From 1979 to 1981, he was an assistant at the department of the Saratov Economic Institute.
Political Activities
From 1981 to 1983 - Deputy Chairman of the Executive Committee, Chairman of the District Planning Commission of the Executive Committee of the Volga District Council of People's Deputies.
From 1983 to 1985 - Deputy Chairman of the City Planning Commission of the Executive Committee of the Saratov City Council of People's Deputies.
From 1985 to 1987 - instructor of the department of trade and consumer services of the Saratov Regional Committee of the CPSU .
From 1987 to 1991 - Deputy Head of the Department of Trade of the Executive Committee of the Saratov Regional Council of People's Deputies.
