Album Concept and Story

As described by music critic Andy Mabbet:

the album tells the incredible story of Billy, a paralyzed disabled person who is nevertheless able to communicate with people using a computer and phone . Essentially, Billy pretends to be a nuclear war to scare the world and make it disarm . Waters' narrative also includes attacks on " market forces " and the fact that the modern approach of " information is power " makes it impossible for many people to compete in this market [1] .

The album ends with the song "The Tide is Turning", which was recorded after the action Live Aid (1985) - in this track the author’s hope for a better future is most strongly expressed .
