Biography
He was born in a peasant family in the village of Yuzbashi, Trans-Caspian region of the Russian Empire . Turkmen belonged to the Alili tribe. The father died in the year the son was born, and the mother, remaining a widow for another 40 years, died in 1950. Since 1923 he was brought up in boarding schools in Kaahki and Ashgabat .
After graduating from the Central Asian College of Water Management in Tashkent (specialty "hydraulic engineering", 1931) - in the economic, Soviet and party work.
In 1931-1937 - the head of the district water administration of the Stalin district of Mary region. Since 1937 - the head of the department of the Murgab irrigation system, then the head of the Mary regional water farm. Since 1940 - Deputy Commissar of Water Resources, at the same time supervised the construction of the Sultan-Bent Reservoir.
In 1941 - People's Commissar of State Control of the Turkmen SSR , deputy chairman of the Council of People's Commissars of the Turkmen SSR.
In 1941-1943 he studied at the Higher Party School under the Central Committee of the All-Union Communist Party of Bolsheviks .
From March 1943 to 1945 - the first secretary of the Chardzhou regional committee of the Communist Party (b) of Turkmenistan.
From October 17, 1945 to July 14, 1951 - Chairman of the Council of People's Commissars (from March 1946 - Council of Ministers) of the Turkmen SSR.
Since July 1951 - First Secretary of the Central Committee of the Communist Party of Turkmenistan. Since 1952 - member of the Central Committee of the CPSU .
One of the main organizers of the campaign to expose bourgeois nationalists in Turkmenistan in the early 1950s. When Babayev was the first secretary of the Central Committee in August 1951, the notorious decree of the Central Committee of the Communist Party (b) T “On the book“ Korkut-Ata ”and the work of“ My Turkmenistan ”by Juma Ilmuradov was launched, which laid the foundation for the persecution of representatives of science and Turkmen culture accused of pan-Turkism and bourgeois nationalism: B. A. Karryev, M. Kosaev and O. Abdalov, who contributed to the publication in 1945-1946. “Kitabi Uncle Korkut”, poet K. Kurbansakhatov (for the poem “You are Turkmen”), historian G. Nepesov and others.
Nevertheless, it was the struggle against “nationalist manifestations” that became the reason or reason for the removal of Babaev from his post [1] . On December 14, 1958, he was dismissed from the post of first secretary of the Central Committee of the Communist Party of Turkmenistan;
Since 1958 - Director of the state farm "Kazanjik" (Turkmen SSR).
Member of the Supreme Soviet of the USSR 2-5 convocations (1946-1962).
He was awarded four Orders of Lenin, the Order of the Red Star, the Order of the Red Banner of Labor, the Order of the Badge of Honor, and medals.
