Kilinochchi , Kilinochchi ( Tam . கிளிநொச்சி , Sinhala. කිලිනොච්චිය ) is a small town in the Kilinochchi region in northern Sri Lanka, part of the Northern Province . Since 1990, the city was the administrative center of the territories occupied by the separatist organization of the Tigers of the Liberation of Tamil Ilam, with a break from 1996-1998, when it passed from hand to hand, until January 2, 2009, when it was returned to the control of the central government .
