Highland ( English Highland , cattle Hieland , Gaelic. Roinn na Gàidhealtachd ) - the largest of the 32 districts of Scotland . Located in the North Scottish Highlands . It borders on the counties of Aberdeenshire , Argyll & Bute , Moray and Perth and Kinross .

The district was formed in 1975 . From 1975 to 1996, a two-tier management system operated in the Highland — along with the regional council there were local governing boards in all eight Highland districts ( Badenoch and Stratspey , Caithness , Inverness , Lochäber , Nairn , Ross and Cromarti , Skye and Lohalsh and Sutherland ). In 1996, these local governments were abolished, and the newly elected Highland Council assumed their functions.
