The early parliamentary elections in Montenegro in 2009 were appointed by the Assembly of Montenegro on March 29. 42 deputies out of 81 voted in favor. The ruling coalition itself decided to cut its term of office, while the opposition was against holding early elections. According to Serbian politicians, the Prime Minister of Montenegro, Milo Djukanovic, took advantage of the split in the ranks of the Serbian opposition and decided to hold elections before the full-scale attack of the crisis on Montenegrin land, thus abusing power.

Formation of Electoral Blocs
In Montenegro , more blocs and coalitions are participating in the elections than independent parties, therefore, before the elections in Montenegro, the main parties entered the struggle for coalition partners among small parties.
Before the start of the election campaign, the Democratic Socialist Party Milo Djukanovic is trying to find allies. Possible partners in the election coalition can be either parties of national minorities ( Albanians , Croats ), or other pro-European and NATO parties.
Several parties are likely to participate from the opposition - New Serbian Democracy (NOVA): Andria Mandic's party, which emerged from the Serbian list and included many small Serbian parties after the failure of negotiations on a single opposition list in the elections, will go to the polls by yourself.
The Neuboisha Medoevich movement for change was at first ready to go to the polls in the bloc with the NSD, but after neither the SOR nor other parties joined it, it decided to participate in the elections independently.
Another Serbian party that will participate in the elections is the Nationalist Party of Serbian People’s Peoples (CSP). She was supported in the elections by the Serbian Radical Party . Unlike the moderate bloc of Mandic, Serbian populists adhere to more nationalist and anti-European rhetoric. People and radicals with the support of the National Council of Serbs of Montenegro signed an agreement on a coalition in the elections.
The socialist party of Srjan Milic will participate in the elections independently, failing to reach an agreement with the NSD-PzP bloc.
Another block participating in the elections is the People’s Party and the Democratic Serbian Party, two conservative pro-Serb movements.
On February 16, the election commission began accepting signatures for registering its list. It is necessary to collect 5000 signatures.
