Vladimir Alexandrovich Barabanov (born August 1, 1951 ) is the head of the administration of the Bryansk Region (1991-1993, 1995-1996).

Biography

Born on August 1, 1951 in the village of Zhary, Navlinsky District, Bryansk Region, in a large peasant family.

Education

From 1970 to 1972 he served in the Soviet Army . Has a higher education. In 1967 he graduated from the Zharovskaya eight-year school. In 1969 - Komarichesky school, where he received the specialty " tractor driver - a broad-based machinist ." From 1973 to 1976 he studied at the Bryansk Agricultural College with a degree in industrial and civil engineering. In the late 1980s, he graduated from the All-Union Agricultural Institute of Correspondence Education with a degree in economics and organizing.

Labor

From 1969 to 1970 he worked at the Iskra state farm of the Navlinsky district as a tractor-combine harvester. In 1976 he worked as a foreman in the Navlinsky Movable Mechanized Column 1213. From 1977 to 1979 , he was a foreman at the Bryanskstroi construction self-supporting section. From 1979 to 1980, he was the chief civil engineer of the agricultural department of the Navlinsky district executive committee. From 1980 to 1989, he headed the MPMK-2 Agropromstroy.

Political Activities

From 1989 to 1990 he was deputy chairman of the Navlinsky district executive committee. In 1990, he was elected People's Deputy of the RSFCP and Navlinsky District Council. At the first session of the Navlinsky district council, he was elected deputy chairman of the district council, at the Congress of People’s Deputies he became a member of the Committee of the RF Armed Forces on the work of the Councils of People’s Deputies and the development of self-government, and was a member of the “Reform Coalition”.

From 1990 to 1991 - Deputy Chairman of the Navlinsky District Council. From October 5, 1991 to February 10, 1992 he was the Representative of the President of the Russian Federation in the Bryansk Region.

Since December 14, 1991 - and. about. Head of the Administration of the Bryansk region. January 22, 1992 was appointed head of the administration of the Bryansk region.

In the election of the head of the administration of the Bryansk region in April 1993, he lost in the second round to Yuri Lodkin .

On September 26, 1993, he was again appointed as the Presidential Representative in the Bryansk Region. He lost the election to the Federation Council on December 12, 1993, taking fourth place out of five.

August 16, 1995 was again appointed head of the administration of the Bryansk region.

On May 29, 1996, by decree of the President of the Russian Federation, the head of the regional administration was removed from his post. Member of the Council of the Federation of the Federal Assembly of the Russian Federation from the Bryansk region from January to June 1996.

He ran for election of the governor of the region in December 1996, took third place, receiving 5.6% of the vote.

In January 1997, he was appointed head of the labor department of the Administration of the Bryansk Region.

In December 2000, he again ran for governor of the Bryansk region, took 7 out of 9 places, gaining 2.96% of the vote.
