From 1962 to 1970, Warnke was part of the Bavarian Landtag . He was a member of the German Bundestag from 1969 to 1998. There, from 1969 to 1980, he was chairman of the Bundestag Commission on Trade and Political Agreements and from 1980 to 1982 he was deputy chairman of the CDU / CSU Bundestag faction.
After the coming to power of Helmut Kohl, on October 4, 1982, Warnke joined the federal government as Minister of Economic Cooperation and Development. After the election to the Bundestag in 1987, he headed the Ministry of Transport. During intergovernmental changes in April 1989, he again had the opportunity to become Minister of Economic Cooperation and Development. After the 1990 federal elections, Warnke dropped out of the federal government on January 18, 1991.
