Story
The end of the 1980s. A new commissar Sergey Volkov with his wife Nina arrives in the coastal city of Pervomaisk and immediately establishes his rules and orders: he is sure that everyone should serve. In Pervomaisk, however, the plan for the spring draft has not been completed halfway. Volkov’s arrival confuses all the cards to the local captain Gushchin, who dreams of taking up the post of military commissar himself and is ready to help anyone who wants to evade service for a fee.
