Description
Land surveying is a complex of engineering and geodetic work to establish, restore and fix land use boundaries on the terrain, to determine the location of the borders and the area of the site, as well as the legal registration of the materials received.
The rules and procedure for land surveying are established by legislative acts provided for by the Land Code of the Russian Federation of 10.25.2001 N 136-FZ (as amended on 07.29.2017) [1]
Prior to the adoption of Federal Law N 268-ФЗ [2] , during any operations with land plots, such as:
- sale ,
- exchange
- giving
- privatization
- inheritance of all or part of the land,
it was necessary to carry out boundary work, which include:
- coordination of land boundaries,
- the creation of a planned filming justification,
- determination of coordinates and boundaries of boundary signs and fixing them on the ground,
- determination of the area of the land by the coordinates of the boundary signs,
- preparation of boundary plans and obtaining an extract on the rights of the Unified State Register [3] ,
- the formation of a package of documents and the subsequent submission of land management (land survey plan) to the relevant state bodies (land resources department).
The boundaries of land are fixed by temporary boundary marks in the form of wooden stakes, metal pins, dowels.
Long-term boundary marks in the form of a metal pipe or a wooden column laid to a depth of not less than 0.8 m or a metal grade fixed with cement mortar, meeting the requirements of Order of the Ministry of Economic Development No. 582 of December 31, 2009, are established on the borders of land in accordance with the requirements to methods of fixing the characteristic points of the boundaries of land plots and may be stipulated in the contract for cadastral work concluded between the customer and the cadastral engineer [4] .
