Biography
In 1953 , he graduated from the Higher School of Economics in Katowice , in 1961 he defended his thesis for the degree of Doctor of Economics, since 1977 - Professor. In 1968 he was appointed vice-rector, and in 1975 he became rector of VESH. Member of the Polish United Workers Party (PUWP) since 1953 .
In 1963 - 1968 - President of the football club Piast .
In 1981 he was introduced to the Politburo of the PUWP Central Committee as a professional economist. 1981 - 1983 - First Secretary of the Katowice Voivodeship Committee of the PUWP.
Deputy Chairman of the Council of Ministers of Poland in 1983-1985 , Chairman of the Council of Ministers of Poland from November 6, 1985 to September 19, 1988 A member of the Sejm of Poland (1985-1989).
The aim of introducing Messner into big politics was an attempt to stabilize the difficult economic situation in Poland . His task was to carry out economic reforms ("the second stage of reform"), this attempt ended in complete failure. At a referendum in 1987 , the population opposed radical steps in the economy, and the question of the liberalization of political life did not receive the necessary number of votes. These events caused a wave of strike movement in 1988 , which ultimately led to the resignation of Messner’s Cabinet, against the background of a deteriorating socio-economic situation in the country
In 2003 , he was elected to the Supervisory Board of the Bank of Food and Economy as a representative of the Treasury.
Author of many publications in the field of economics , primarily in the areas of application in the economy of computer science and in the field of accounting. He was chairman of the Council of the Association of Accountants of Poland.
Since 2003 - Chairman of the Attestation Commission of the Commission of the National Chamber of Auditors.
