Ratings

Hero of the Russian Federation Colonel General Gennady Troshev in his memoirs gave a very flattering description to Vladimir Bulgakov:

Vladimir Vasilievich is an amazing person and highly deserving of respect. His powerful, strong figure, a thundering voice, premature gray hair, characteristic wrinkles on his face (as if carved from stone) create the image of an old grunt-general who went through many military trials.

- Gennady Troshev . “ My war. Chechen diary of the trench general ”, memoirs, book

General Troshev also noted Bulgakov as a “passionate book lover” and a man of the broadest erudition.
