Biography

Born November 17, 1954 in the family of a soldier. He graduated from the Irkutsk Fire Technical School . He worked as an inspector, deputy chief of the fire department, assistant to the chief of the fire-fighting headquarters of the Khabarovsk Territory . In Khabarovsk he graduated from the Institute of National Economy , faculty of industrial planning.

In a fire, risking his life, he took out three children from a burning apartment and was awarded the medal “For Courage in a Fire”. [one]

Since 1987, the deputy head of the state supervision department of Pereslavl-Zalessky , later the deputy chief of police. Since 1990, a deputy of the city council and its chairman. [2] In 1994-1996, Deputy Director of LIT CJSC.

In March 1996, he was elected mayor of Pereslavl. In 1999 he defended his thesis in the form of a scientific report on the topic: “Actual problems of the economic psychology of a small city: On the example of Pereslavl-Zalessky, Yaroslavl region”, Ph.D. [3] In March 2000 he was elected mayor for the second time, in 2004 for the third time.

As mayor, E. A. Melnik abused his official powers and acquired land in the center of Pereslavl for nothing, and then sold them. The price of the first plot was about 600 thousand rubles, the second about 340 thousand rubles, the third plot brought 70-80 thousand. The charge of three episodes was referred to the Yaroslavl Regional Court. [5] [6]

Judge Yevgeny Yashin of the Pereslavl District Court [7] examined this charge and found two facts. Their detailed description occupies thirteen volumes of the criminal case.

At the end of January 2000, E. A. Melnik, in violation of the law, transferred a 2450 m² land plot from state ownership to the Pereslavl land fund . From a transferred plot of land, he voluntarily allocated a plot of 1200 m² for individual housing construction. This plot was purchased for 3,768 rubles, and then E.A. Melnik sold it at a market value of 670 thousand rubles. [8] As a result of the crime, the budget of the city of Pereslavl did not receive 670 thousand rubles. [9]

Having received a three-room apartment from the state, E. A. Melnik presented a fake certificate stating that he had no housing, and allocated himself a 601 square meter land plot in the city of Pereslavl. For this plot, he paid the city 6 thousand rubles. Having registered the land in his own name, he sold this land to a private entrepreneur for 300 thousand rubles. [8] [9]

On December 28, 2009, the mayor of the city of Pereslavl was found guilty of 2 crimes under Article 285-2 of the Criminal Code of the Russian Federation . For abuse of power, the court sentenced him to 3 years in prison. [9] .

In July 2010, after serving only 8 months, according to the decision of the Supreme Court of Russia, he was released on parole . July 29, returned to Pereslavl. [ten]
