The monument was built between 1889 and 1902. The height of the structure is 284.5 feet (86.72 m), which is only six meters below the Statue of Liberty in New York. The monument is made in the form of a neoclassical stele of oolitic limestone , decorated with bronze and limestone bas-reliefs. The figure of the Victory statue crowns the stela.
At the top of the monument is an observation deck, which can be accessed by elevator or stairs. Under the monument is the Elijah Lilly Civil War Museum, dedicated to the Indiana history of the US Civil War .
The monument is included in the US National Register of Historic Places .
