History
It was founded in 1744 as a trading settlement 18 miles from Orenburg on the Srednyaya Kargalka river by a group of Tatars led by Seit (Sagit) Khayalin, immigrants from Kazan county .
At the beginning of 1744, Kazan Tatar merchants turned to the governor of Orenburg, I. I. Neplyuyev, with a proposal to settle in the new city with the condition of exemption from recruitment and permission to freely build mosques and practice their religion. In the same year, a Kazan merchant, Tatar Seit (Sagit) Aitov Khayalin, one of the Kazan merchants, who detailed the conditions and asked for land for settlement and land on both banks of the Sakmara River, between the Berdskaya fortress and to the Verkhnyaya river, appeared in the Orenburg provincial office. Kargalki, as well as under the farm above the tract of Grebeni and Prechistinskaya fortress. On March 2, 1744, I. I. Neplyuev presented to the Senate a report on the proposal of Kazan merchants. I.I. Neplyuev and members of the Orenburg Provincial Chancellery, in the presence of the elders of the Berdskaya Sloboda and Sakmar town, examined the lands requested by Seit Khayalin. On September 19, 1744, the Orenburg Provincial Chancellery was appointed to allot land on the Sakmara River for the settlement of Kazan trading Tatars. On August 8, 1745, the Senate, on behalf of Empress Elizabeth, at the suggestion of I.I. Neplyuyev, issued a decree to Seyt Khayalin defining the conditions of settlement, territory and benefits.
By a decree of the Senate of November 7, 1784, the Seitov settlement ( Tat. Sagyyt bistәse ) was renamed Seitov posad with the establishment of the town hall in it, that is, with the introduction of city self-government.
In 1799, the population of Seitov posad was assigned to the Orenburg Cossack army with the abolition of capitation; the village of Kargalinsky of the Orenburg district was formed.
