Biography
He graduated from high school in his native village, Kudinovsky Engineering College in 1962 [1] . He was involved in the case of corruption (the sale of fuels and lubricants and other property from army warehouses, a scam with apartments for the military), described by A.I. Kirpichnikov in the book "Bribe and Corruption in Russia" [1] [2]
Military service in the USSR
In the USSR Air Force since 1962. In 1966 he graduated from the Yeisk Higher Military Aviation School for Pilots with a gold medal [1] . He served as an instructor pilot , senior instructor pilot, aviation commander, squadron commander, deputy commander and commander of an aviation regiment in Taganrog .
In 1975 - graduated from the Yu.A. Gagarin Air Force Academy [1] . He continued his service as deputy chief of the Yeisk Higher Military Aviation School for combat training pilots . Since 1980 - Head of the Borisoglebsk Higher Military Aviation School of Pilots . Since 1985 - Deputy Commander of the Air Force of the Moscow Military District . In 1991 - graduated from the Military Academy of the General Staff of the Armed Forces named after K. E. Voroshilov .
Military service in Russia
In 1991 - 1993 - the commander of the Air Force of the North Caucasus Military District . In 1993, the district air forces were transformed into the 4th air army and V.S. Mikhailov was appointed its commander.
When three terrorists armed with machine guns in a school in Rostov-on-Don took fifteen students and their teacher hostage on December 23, 1993 , General Mikhailov took part in negotiations with the bandits, inviting them to agree to the military flight they requested to Chechnya . During the negotiations, he risked his life, several shots were even fired at him. As a result, military pilots deceived the bandits in Dagestan , where two were arrested (the third terrorist managed to escape, but was detained and convicted after several years). Awarded the Order.
Active participant in the first Chechen war 1994-1996 . In November - December 1994, aviation of the 4th Air Army carried out an operation to destroy the air force of Dzhokhar Dudayev at airfields before the start of the ground operation. In total, more than 200 aircraft and 2 helicopters were destroyed. Subsequently, the 4th Air Army actively participated in the hostilities [1] . According to the Krasnaya Zvezda newspaper, the army commander, Lieutenant General Mikhailov personally made 42 sorties on an attack aircraft , destroyed 6 aircraft, 2 helicopters, an ammunition depot and 8 militants' equipment on the ground. For participation in the first Chechen war of 1994-1996, V. S. Mikhailov was awarded the title of Hero of the Russian Federation .
Since April 1998 - First Deputy Commander- in- Chief of the Air Force of the Russian Federation , Colonel General . From January 21, 2002 to May 9, 2007 - Commander- in- Chief of the Air Force of the Russian Federation . The military rank of army general was awarded by decree of the President of Russia dated February 23, 2004 .
