Biography
He graduated in 1960, the Faculty of "Industrial and Civil Engineering" IISS them. Kuibyshev (education in the specialty "Industrial and civil construction" - qualification "engineer-builder"). He graduated from Moscow State University in 1968 with a degree in Mathematics, qualification "mathematician."
For over 40 years he worked in the field of theory and practice of building construction and structures. Until 1974 he worked in the department of building structures of the design institute "Mosproekt". From 1974 to 2015, he was the chief designer of the design institute Soyuzkurortproekt (transformed into CJSC Kurortproekt, in which he also held the position of technical director).
In 1977 he defended his thesis for the degree of candidate of technical sciences on the topic "Accounting for initial imperfections and the system for monitoring the accuracy of the construction of radial cable-stayed systems." In 2000 he defended his thesis for the degree of Doctor of Technical Sciences on the topic "Development of methods for designing and calculating structures, based on the architectural and functional requirements for shaping, optimizing the operation of structures and erection technology."
He had the honorary title "Honored Builder of Russia", assigned by the Decree of the President of the Russian Federation of December 27, 1997 .

In 2003, Kancheli, together with architects M. Khazanov and A. Nagavitsyn, won an international competition for the design of a new Moscow government building.
Catastrophes
Among the structures designed by Kancheli are two reinforced concrete coatings in the form of shells , the collapse of which led to numerous human victims: the dome of the aquapark Transvaal Park (built in 2002 ) and the hanging cover of the Basmanny (Baumansky) market (built in 1977 ). The roof of the first collapsed on February 14, 2004 , the second - on February 23, 2006 .
In the first case, in connection with the death of people in Transvaal-Park, the Moscow City Prosecutor’s Office opened a criminal case No. 323806 against Kancheli. On April 1, 2005, he was charged with committing crimes under part 3 of article 109 and part 2 of article 118 of the Criminal Code of the Russian Federation, and selected preventive measure in the form of a subscription on his own recognizance. However, the criminal case referred to the court, at the first court hearing, was recognized by the court as not having sufficient evidence and was returned to the prosecutor’s office for additional investigation. As a result, Kancheli agreed to the termination of the amnesty criminal case in connection with the elderly. Kancheli did not admit his guilt.
In the second case, following the conclusion of a Moscow government commission, the reason for the collapse of the Baumansky market was gross violations of the rules for operating the building.
Investigations
On September 14, 2009, the Accounts Chamber of the Russian Federation announced the start of an investigation into the fact that the cost of work on the preparation of project documentation for the reconstruction of the Bolshoi Theater Kurortproekt had been exceeded.
