History
Since 1658, Voronezh was subordinate to the governor of the Belgorod rank , since it was part of the Belgorod line [1] [2] .
In the 1620s , investigations of offenses in Voronezh were carried out by the laborer headman [3] , who was elected by the local population. He was supposed to be from noblemen or boyar children . The laborer head obeyed the Robbery’s order (a few centuries later, the Ministry of Internal Affairs was created on its basis). Disagreements often arose between the laborer and the governor due to the same responsibilities.
In 1696, Peter I introduced a new post of admiralty, to whom the governor began to obey. Then the post of governor was abolished, and the name of this post was gradually removed from the Russian language.
March 21, 1701 in order to improve the organization of the construction of ships, Voronezh was administratively transferred to the Admiralty Order under the leadership of F.M. Apraksin . Under the influence of the Peasant War (1773-1775) in 1775, a new administrative reform began in Russia, during which the post of governor appeared [2] . He was endowed with extraordinary powers and was subordinate only to the empress. Voronezh Viceroyalty was created in 1779 . On February 16, 1782, Vasily Alekseevich Chertkov was appointed governor of the Voronezh and Kharkov decrees of Empress Catherine II . Under him, self-government bodies were created in Voronezh: the Noble Assembly and the City Duma .
Governors
Saburov, Semyon Fedorovich
Semyon Fedorovich Saburov (d. 1601), a prisoner from 1591, was the first governor of the city of Voronezh, under whose leadership the Voronezh fortress was built.
City Mayors

- Kryazhov, Stepan Lukyanovich - the mayor, on whose funds on October 18, 1869, the first water supply system was built in Voronezh under his leadership [4] . The water tower stood on the territory of modern Lenin Square . Kryazhov donated water to the city, provided that every year 10% of the money earned for the water will go to the education of poor children, regardless of gender and rank. It is interesting to note the fact that Kryazhova’s father was a serf, but he was able to get free and save a decent amount of money, doing winemaking. The way Stepan Lukyanovich looked is unknown. His image by historians has not been found so far.

City Heads
From 1996 to 2000, the city was headed by Alexander Tsapin .
From October 2000 to November 2003, the post of head of the city was held by Alexander Kovalev . In the elections of December 24, 2000, he was elected the head of Voronezh, gaining 43% of the votes cast and outstripping former mayor Alexander Tsapin. November 3, 2003 - resigned.
From February 2004 to March 2008, Boris Skrynnikov was the head of the city. In the elections of January 25, 2004 he was elected head of the city of Voronezh, receiving 23% of the vote. In March 2008, he lost the election to Sergei Koliuhu, receiving only 5.8% of the vote.
From March 11, 2008 to March 13, 2013, the post of head of the city was occupied by Sergey Koliukh [5] , who gained 31.08% of the vote [6]
From March 13, 2013 to July 22, 2013, the acting head of the city district was Gennady Chernushkin .
On September 8, 2013, Alexander Gusev was elected head of the city, gaining 43.62% of the vote [7] .
On December 21, 2016, by decision of the City Council of Voronezh, the direct election of the mayor was canceled [8] .
