Learning

Born on October 26, 1941 in the village of Akhtyrskaya , now an urban-type settlement of Akhtyrsky in the Abinsky district of the Krasnodar Territory . In 1955 he graduated from a seven-year school in the city of Dzhambul, Kazakh SSR , worked at construction sites in this city, and at the same time graduated from an evening school of working youth in the same place in 1958. Military Service

Immediately after graduating from the institute in 1966, he was called up for service in the Soviet Army . He served in the construction units of the Special Construction Directorate of the USSR Ministry of Defense in Central Asia . For over 10 years he served as part of the 32nd Office of the Chief of Operations, which built mine complexes for intercontinental ballistic missiles of the Strategic Missile Forces of the USSR , objects of the Sary-Shagan military training ground, military camps of their personnel and military infrastructure facilities in the Priozersk closed formation near Lake Balkhash in Kazakh SSR . He held the positions of the manufacturer of works, the head of the construction site, the chief engineer, the head of the construction work department.

Since 1984 - chief engineer - deputy head of the construction department of the Volga Military District , then head of the construction department of the Volga Military District . Since 1988 - Deputy Commander of the Transcaucasian Military District for the construction and housing of troops. In this position, he showed dedication and played a large role in rescue operations and the aftermath of the 1988 earthquake in Armenia .

Since 1992 - First Deputy Head of Construction and Quartering of Troops of the Ministry of Defense of the Russian Federation . Since April 1997 - Deputy Minister of Defense of the Russian Federation for the construction and stationing of troops. The military rank of General of the Army was awarded by decree of the President of the Russian Federation V.V. Putin of February 22, 2002 . Since March 2003 - in stock . October 26, 2006 dismissed.

After military service

Immediately after the discharge, he came to work in the Moscow Government . Since March 2003 - First Deputy Head of the Department of Urban Development Policy, Development and Reconstruction of the Government of Moscow .   • son Oleg Alexandrovich Kosovan, served in the Armed Forces, was the head of the Federal State Unitary Enterprise “Special Construction Directorate No. 10” of the Spetsstroy of Russia , was dismissed with the rank of colonel.
