Biography
Born October 19, 1933 in Astrakhan in the family of an employee.
Education and work
He graduated from the Faculty of Industrial Fisheries of the Astrakhan Technical Institute of Fisheries and Agriculture with a degree in mechanical engineering in 1956 . He worked at the enterprises of the fishing industry of Kamchatka, was the general director of Kamchatrybprom software.
Political Activities
From 1977 to 1979 - second secretary of the Kamchatka regional committee of the CPSU. From 1979 to 1980 - Chairman of the Kamchatka Oblast Executive Committee. In 1980, he was accused of having been registered as his general director of the Kamchatka fishing industry, on the recommendation of the prosecutor’s office, was relieved of his post and expelled from the CPSU. In 1987, the case was closed, then it was reinstated in the Communist Party.
From 1980 to 1987, he was the chief specialist of the Kamchatka branch of the Giprorybprom. From 1987 to 1989 - Deputy Chairman of the agro-industrial complex of the Kamchatka region. From 1989 to 1990 - General Director of Kamchatpishcheprom Production Association. Since 1990 - Chairman of the Kamchatka Oblast Executive Committee.
Since 1991 - Head of the Kamchatka Oblast Administration. In December 1996, he was elected governor of the Kamchatka region. He was a member of the Federation Council by position, was a member of the Committee on Budget, Tax Policy, Financial, Currency and Customs Regulation, and Banking.
In October 1998, he refused to accept the Order of Honor from B. N. Yeltsin, stating that such an assessment of his merits was "untimely"; however, in December 2000, he accepted this order from V.V. Putin. [one]
In October 2000, he announced his refusal to participate in the next gubernatorial elections scheduled for December. The new governor was Mikhail Mashkovtsev .
He was elected a deputy of the Kamchatka Regional Council of People’s Deputies (1970-1982 and 1990), and a deputy of the Supreme Council of the RSFSR (1980-1981).
