Education and work
He graduated from Kharkov Engineering and Economics Institute .

Political Activities

He was elected chairman of the Amur Regional Organization of the Party of Russian Unity and Consent (1993).
In April 1993, he was elected head of the Administration of the Amur Region. During the dissolution of the Supreme Council of Russia, he supported the Congress of People's Deputies of Russia , in October 1993, by decree of the President of the Russian Federation, was removed from his post, and then returned to the post of president of Most.
In October 1994, he was elected to the Amur Regional Council of People's Deputies.
