Aleksandr Vladimir Starovoitov (born October 18, 1940 , Balashov of the Saratov Region of the RSFSR ) is a Soviet and Russian public security official, scientist in the field of communications and information, director of the Federal Agency for Government Communications and Information under the President of the Russian Federation ( 1991 - 1998 ), army general ( February 23, 1998 ).

Study and work
Born on October 18, 1940 in the city of Balashov in the family of a military man. Father graduated from the rank of lieutenant colonel , as deputy commander of an aviation regiment. Soon the Starovoitov family moved to the city of Kamenka, Penza region .
In 1962 he graduated from the Penza Polytechnic Institute . Distributed to Kaluga to the Kalugapribor plant, which produced equipment for government communications systems. He worked as an engineer, senior adjusting engineer, deputy shop manager.
In 1965 he returned to Penza to the enterprise “mailbox 30/10” of the USSR Ministry of Radio Industry, as a senior engineer. The following year, 1966, the Penza Scientific Research Institute of Electrotechnical Institute of the USSR Ministry of Communications Industry was established on the basis of this enterprise, in which Starovoitov worked for the next 20 years. At first he held the positions of senior engineer, lead engineer, head of laboratory, head of sector. Since 1976 - head of the research department, deputy director of the institute for scientific work.
Since December 1982 - First Deputy General Director of the Penza Production Association "Crystal" for Science - Director of the Penza Research Institute of Electrical Engineering. Since February 1983 - General Director of the Penza Production Association "Crystal" of the Ministry of Communications Industry of the USSR. This enterprise was the leading country in developing closed communications systems, transmitting and intercepting information, and fulfilled orders of the USSR Ministry of Defense and the USSR State Security Committee . A.V. Starovoitov became a major specialist in this field, the successful implementation of particularly complex state orders predetermined a sudden turn in his career.
He successfully combined production activities with scientific and teaching work at the Penza Polytechnic Institute.
Military Service
In May 1986, A.V. Starovoitov was called up for military service and was appointed deputy head of the Office of the Government Liaison Forces for Technical Equipment of the State Security Committee . In the same year he was awarded the title of Major General (before that he was a lieutenant colonel of the current reserve of the KGB of the USSR). During his career, he made a significant contribution to the renewal and re-equipment of organs and troops of the government communications of the Russian Federation with modern communications equipment. In May 1988, he was awarded the military rank of lieutenant general [1] .
In August 1991, by decree of the President of the USSR M.S. Gorbachev , the Committee for Government Relations under the President of the USSR was created, and Lieutenant General A.V. Starovoitov was appointed its chairman.
Led by FAPSI
One of the first decisions of the President of Russia B.N. Yeltsin after the collapse of the USSR was the restructuring of state security agencies. Decree of the President of Russia No. 313 dated December 24, 1991 [2] on the basis of the former Eighth Main Directorate of the KGB of the USSR, the Sixteenth Directorate of the KGB of the USSR, the Committee for Government Communications under the President of the USSR, and a number of scientific and industrial organizations created the Federal Agency for Government Communications and Information under the President of the Russian Federation Federation (FAPSI). The first director of the new agency was appointed A.V. Starovoitov. February 12, 1993 he was awarded the rank of colonel general .
Starovoitov turned the new agency into one of the largest special services of the Russian Federation. It has never been reduced, on the contrary, new organizations and structures were constantly transferred to it. According to most experts, FAPSI successfully coped with the tasks assigned to it. By a decree of the President of the Russian Federation B.N. Yeltsin dated February 23, 1998 A.V. Starovoitov was awarded the military rank of army general .
In 1997 he graduated from the Higher Courses of the Military Academy of the General Staff of the Armed Forces of the Russian Federation .
By presidential decree No. 361-rp dated July 12, 1996, he received thanks from President Yeltsin for his active participation in organizing and conducting the election campaign of the President of the Russian Federation [3] .
Since 1995, he was a member of the Presidential Commission on State Prizes of the Russian Federation in the field of science and technology. He was the chairman of the Interdepartmental Commission of the Security Council of the Russian Federation on information security, the chairman of the Coordinating Council for ensuring the security of encryption tools and their operation in the systems of government and closed departmental communications of the CIS member states, and was also the co-founder of the Information Agency under the Military Reform Committee. He was a member of the Board of Directors of Rostelecom JSC and Svyazinvest JSC. Member of the Security Council of the Russian Federation from November 18, 1998 to April 13, 1999.
However, already on December 7, 1998 A.V. Starovoitov was removed from his post “ in connection with the transfer to another job ” [4] . The following 1999, he was fired from military service in reserve.
Further activities
After dismissal from military service, Starovoitov returned to research and inventive work in the field of closed communications and information systems. Since 2000, he was president of TechinformConsulting LLC.
By a decree of the President of the Russian Federation (“closed”) dated August 17, 1999, Starovoitov Alexander Vladimirovich was awarded the title of Hero of the Russian Federation with the award of a special insignia - the Golden Star medal [5] for leading the team of developers of the state automated election system .
Since 2006 - Director of the Federal State Scientific Institution "Center for Information Technologies and Systems of Executive Authorities" (FGNU TsITiS) and Director General of the International Center for Informatics and Electronics "Inter-computer". President of the Federal State Autonomous Scientific Institution "Center for Information Technologies and Systems of Executive Bodies" (FGANU CITIT) and Director General of the International Center for Informatics and Electronics "Inter-computer".
He was the General Designer of automated data transmission systems for automated control systems of the front forces, the General Designer of the state confidential communication system of Russia, the General Designer of the special information and telecommunication system of state authorities. He supervised the whole complex of works on creating a system of special information support for the country's leadership. Under his leadership, a large number of special developments using microprocessor technology were carried out, their industrial production and implementation was organized, which ensured the safety of automated control systems in a wide range - from space to deep-sea objects. One of the initiators of the development of the current Doctrine of Information Security of the Russian Federation. [6] Author of over 40 inventions and over 150 scientific papers and publications.
Since 1998, President of the Academy of Cryptography of the Russian Federation. Academician and Vice-President of the Academy of Engineering Sciences of the Russian Federation, Academician of the Russian Academy of Natural Sciences and the Russian Academy of Electrotechnical Sciences.
Starovoitov combines scientific and practical activities with pedagogical work, being the head of the base department of computer systems and networks of the Moscow State Institute of Radio Engineering, Electronics and Automation (Technical University) - MIREA, the head of the department of Intelligent Information Technologies and Systems of the Moscow Institute of Physics and Technology, and the head of the department "Cybersecurity" of the National Research Nuclear University MEPhI.
In addition, he is the chairman of the National Committee for the Promotion of Economic Cooperation with Latin America, the chairman of the Russia-Chile Business Council, the chairman of the board of directors and the head organization of the EurAsEC Center for High Technologies. [6]
