It was created in 1934 as the Committee for Radio Information and Radio Broadcasting under the Kirov Regional Executive Committee of the Soviets of Workers, Peasants and Red Army Deputies (since 1936, the Radio and Radio Broadcasting Committee under the Executive Committee of the Kirov Regional Council of Workers' Deputies [2] ) (Kirov Radio Committee). At first, the Vyatka team was formed from employees of the Kirov Drama Theater, regional newspapers, and the CPSU regional committee. In 1959, the company’s journalistic organization was the largest in the region.
Until 1968, the editors of Vyatka prepared many of their programs. Famous poets and writers of the Kirov region were invited to participate in the organization of its activities. In 1968, after the construction of the TV tower in Kirov, central television appeared in the region, and the next year the 2nd television program was put into operation.

At the same time, the USSR State Radio and Television issued an order to include the Kirov Television and Radio Committee in the number of film producers and commissioned filming in five areas: the Kirov, Yaroslavl, Kostroma, Vologda and Mari Republic. For the show on the DH and circulation for the country's studios, the committee planned 7-8 documentaries annually with a total volume of 2.5 hours.

Avdeev, now the laureate of the State Prize, Honored Worker of Culture of the Russian Federation, was appointed the chief editor of the editorial board for preparing programs for film. Further this edition became known as “Kirov Telefilm Studio”, and then “Vyatka Telefilm Studio”.
