Born in Irkutsk. Mother worked as a seamstress in factory No. 2, and her father, a former front-line soldier, died in 1961 . ^[2]

Education

In 1971 he graduated from the Energy Department of the Irkutsk Polytechnic Institute .
In 1989 he graduated from the Higher Party School .
In 1998 he graduated from the Siberian-American faculty of Irkutsk State University
