Biography

Born on a farm Berdychi in the Yasinovatsky district of the Stalin region . He graduated from a four-year school in Berdychich, and then an eight-year school in Avdeevka . In 1962 he entered the Donetsk Construction College . At the end, he was drafted into the Soviet army and was sent to the school of junior tank troops commanders.

In 1979 he graduated from Makeevka Civil Engineering Institute with a degree in Civil and Industrial Engineering.

He worked at the Stroydetal plant, then at Donetskzhilstroy (chief engineer).

November 27, 1992 holds the position of Deputy Chairman of the Donetsk City Executive Committee .

From 1994 to 1996, he worked in the Donetsk Regional State Administration . He holds the position of vice chairman, and over time, the first deputy chairman.

After the regional state administration for two years, he has been working as first deputy general director of the Administration of Roads in Donetsk Region.

Then he becomes the first deputy of the Donetsk mayor Vladimir Vasilyevich Rybak in the Donetsk city council .

In 2002, he put forward his candidacy for the post of mayor of Donetsk and won the election on March 31. March 26, 2006 is elected for a second term. October 31, 2010 is elected for a third term.

In March 2014, against the backdrop of protests in the South-East of Ukraine , he stated that “Russia by the annexation of Crimea killed the very essence of federalization of our country” [4] . He left Donetsk in July 2014 because he “ did not accept the ultimatum put forward by the authorities of the self - proclaimed Donetsk People’s Republic ” and moved to Kiev. [5] On November 13, 2014 [6] his powers were de facto executed by Igor Martynov, appointed by the authorities of the DPR [7] [8] .

On July 16, 2015, the Prosecutor General's Office of Ukraine opened a criminal case against Lukyanchenko on the fact of promoting the activities of the DPR and the manifestations of separatism [9] .
