CyberPlat (“CyberPlat”) is a Russian electronic payment system that also operates in the markets of the CIS countries , Europe and Asia . For operations, the B2B2C payment scheme is used, combining the capabilities of existing schemes of inter-corporate Internet settlements and electronic payments of individuals. The basic principle of the CyberPlat system is the mandatory identification of the beneficiary of the payment, which ensures the payment transaction in two stages. First, in real time, a request is sent to the operator’s billing system for the availability of a subscriber number. And only in the case of receiving a positive response from billing, the operation to replenish the personal account can be performed.

History
The CyberPlat system was created on the basis of Platina Bank’s e-commerce department for information technology support of non-cash payments for e-commerce of the entire range of financial services - from micropayments to interbank payments. The company is historically the first Russian payment system: on March 18, 1998 [2] the first transaction in favor of the Garant-Park company was completed; On August 12, 1998, the first payment via the Internet was made in favor of the Beeline mobile operator.
Network
CyberPlat is the largest payment acceptance network system with a total number of service points of more than 910 thousand, of which more than 620 thousand in Russia and the CIS countries, 290 thousand in other countries of the world .
As of January 1, 2019, about 200 banks were participants in the electronic payment system .
In 2018, the Bank of Russia included CyberPlat (Settlement Bank of CB Platina) in the register of credit institutions recognized as significant in the payment services market. [3]
