Vladimir Vladimir Kara-Murza (born September 7, 1981 , Moscow ) is a Russian television journalist, director, columnist , political and public figure, publicist. Federal coordinator of the Open Russia public movement. In 2015-2016, the deputy chairman of the Party of People’s Freedom [1] . Member of the bureau of the Solidarity democratic movement , the coordinating council of the Russian opposition . Vice President of the Free Russia Foundation [2] .

In 1999 - 2001 - in the party "Democratic Choice of Russia" , in 2001-2008 - in the "Union of Right Forces" (SPS) . In 2000-2003 - Advisor to the Chairman of the SPS faction in the State Duma of the Russian Federation Boris Nemtsov .

In the December 7, 2003 elections, he was the only candidate for deputies of the State Duma from the SPS and Yabloko parties in the Chertanovsky constituency No. 204 of Moscow [4] . During the campaign, the team of United Russia candidate Vladimir Gruzdev made attempts to remove Kara-Murza from the election; on his billboards, the lights went out; during the television debate “for technical reasons” the sound was muted; on the day of voting “carousels” were revealed [5] . In the book of the British journalist Andrew Jack, “Inside Putin's Russia”, Chertanovsky district was cited as an example of manipulation in the 2003 Russian elections [6] . According to the official election results, Gruzdev received 149,069 votes (53.78%), Kara-Murza - 23,800 votes (8.59%), Communist Party candidate Sergei Seregin - 18,992 votes (6.85%) [7] .

In January 2004, he co-founded the 2008 Committee: Free Choice .

In May 2007, Kara-Murza initiated the nomination of writer and human rights activist Vladimir Bukovsky as a candidate for the presidency of the Russian Federation from the democratic opposition in the 2008 elections . The author of the “Appeal of the Initiative Group”, which, in particular, said: “The opposition needs its own candidate for President. Strong, uncompromising, decisive. With impeccable political and - more importantly - moral authority. Well-known and respected in society. Not affiliated with any parties and groups. Able to offer the country an honest program of democratic, legal and social reforms. We need a candidate who can be supported by all the democratic voters of Russia. There is such a candidate. His name is Vladimir Konstantinovich Bukovsky ” [8] .

From May to December 2007, he was the coordinator of the Bukovsky Nomination Initiative Group, which included academician of the RAS Yuri Ryzhov , writer Viktor Shenderovich , publicist Andrei Piontkovsky , lawyer Yuri Shmidt , human rights activist Alexander Podrabinek , political scientist Vladimir Pribylovsky and other public figures [8] [ 9] . In October 2007, he was one of the organizers of the “Rally of Free People” in support of Bukovsky’s candidacy on Triumfalnaya Square in Moscow [10] [11] .

At a meeting of a group of voters in support of the nomination of Vladimir Bukovsky as candidate for president of the Russian Federation on December 16, 2007, in which 823 people were accepted (with the required 500), he was elected an authorized representative of the group in the Central Election Commission of the Russian Federation [12] [13] . On December 22, the CEC of the Russian Federation refused Bukovsky registration [14] .

At the SPS Congress on December 17, 2007, Vladimir Kara-Murza was elected to the Federal Political Council. September 29, 2008 wrote a letter of resignation from the party in protest against its entry into the Kremlin project "Just Cause" [15] .

At the founding congress of the United Democratic Movement Solidarity on December 13, 2008, he was elected a member of the Federal Political Council. According to the results of the voting, he took the 2nd place out of 77 candidates, losing only to Boris Nemtsov [16] .

March 10, 2010 signed the appeal of the Russian opposition " Putin must leave " (signature number 4).

Since 2011, he has been a participant in protests that began under the slogan “For Fair Elections!” [17] .

At the unification congress of the Republican Party of Russia - the Party of People’s Freedom, on June 16, 2012 he was elected to the Federal Political Council [18] . In the same year, he opposed the ban in Russia of the film “ Innocence of Muslims ” [19] .

He participated in the elections to the Coordination Council of the Russian Opposition in October 2012 , taking 21 place in the general civil list [20] .

He has the citizenship of Russia and Great Britain [3] .

In March 2019, it became known that Vladimir Kara-Murza is on the board of directors of the Free Russia Foundation and is the vice president of the Foundation. This Fund was created in the USA by political emigrants from Russia. The SDF is the 16th in the list of organizations declared undesirable in the Russian Federation [2] .

Preparation and Promotion of the Magnitsky Law

From February to May 2011, on behalf of the Russian opposition , Kara-Murza conducted negotiations in the US Congress "on expanding the categories of persons subject to visa sanctions" in the framework of the bill "On responsibility and the rule of law" named after Sergei Magnitsky, which provides for a ban on entry into the United States and the freezing of US financial assets for Russian officials responsible for “gross human rights violations” [21] [22] . He achieved the inclusion in the final text of the bill of references to violations of the rights to freedom “of self-expression, unions and assemblies, as well as the right to a fair trial and democratic elections” [22] . He supported the bill at hearings in the US Congress [23] and the European Parliament [24] . As part of the promotion of the Magnitsky Act, he met with members of the US Congress along with Boris Nemtsov [25] , Mikhail Kasyanov [26] and Garry Kasparov [27] .

Reforms or Revolution

In 2011, in Moscow and St. Petersburg, a book was presented by Vladimir Kara-Murza (Jr.) "Reforms or Revolution: the History of Attempts to Form a Responsible Ministry in the First State Duma" [28] . The book tells about the attempt of the Constitutional Democratic Party (Cadet Party) to win the First Duma elections to achieve the formation of a parliamentary majority government in the spring and summer of 1906. The book was published by the Russian United Democratic Party Yabloko .

Journalistic and journalistic activities

In journalism since 16 years. In 1997 - 2000, he was his own correspondent for the Novye Izvestia newspaper ; in 2000-2004 , he was his own correspondent and a columnist for the Kommersant publishing house. In 2002, he was the editor-in-chief of the business magazine Russian Investment Review [29] . In 2004-2012 , he was the head of the bureau of the RTVi television company in Washington ( USA ) [30] . The only Russian journalist removed the presentation of the subpoena to the Minister of Finance of the Russian Federation, Alexei Kudrin, in the Yukos case [31] , and he was the first to interview TV businessman Sergei Kolesnikov about the “ Putin Palace ” on the Black Sea [32] .

He is the author of numerous publications in the Russian and world press, including Novaya Gazeta , Nezavisimaya Gazeta , The New Times, Washington Post, The Wall Street Journal, The Financial Times, The World Affectors and others. Columnist of the online edition of the Daily Journal . Member of the Union of Journalists of Russia.

Author and director of documentaries “They Chose Freedom” and “Nemtsov” .

He leads the weekly English-language column Spotlight on Russia with an analysis of the political situation in Russia on the website of the American magazine World Affairs.

He speaks English and French.

Dismissal from RTVi and the “Prohibition of Profession"

In the spring of 2012, control over RTVi passed from Vladimir Gusinsky to the former head of the Zvezda state media holding Ruslan Sokolov [33] . The new leadership of the channel dismissed Kara-Murza from September 1, but already on July 12, his journalistic accreditation was canceled by order of the Russian ambassador to the United States, Sergey Kislyak [34] . Embassy spokesman Yevgeny Khorishko explained this decision by saying that Kara-Murza is no longer “a journalist” [35] .

According to information received by Boris Nemtsov , “the first deputy head of the presidential administration Aleksey Gromov personally gave the order to dismiss Kara-Murza. The same Gromov warned all the media, including, at first glance, independent ones, that it was better not to hire a journalist to avoid the troubles of the journalist Kara-Murza. As a result, we are dealing with the first case in the history of the country of a complete ban on the profession for our comrade ” [36] . The presence of a “black list” was also confirmed by Kara-Murza himself: “Each and every media leader with whom I spoke (some of them until recently suggested cooperation themselves) politely said that cooperation is now impossible. The reasons were called different. Only one hinted at some “baggage” associated with my name ” [37] . Both Kara-Murza and Nemtsov linked the “ban on the profession” with the active participation of the journalist in the preparation and promotion of the Magnitsky Law [36] [37] .

Hospitalizations

In the afternoon of May 26, 2015, after two meetings with friends, Vladimir Kara-Murze became ill [38] [39] , and he was hospitalized in critical condition in Moscow [40] [41] . Later, there were reports of a diagnosis of acute renal failure due to intoxication [42] . Kara-Murza Sr. believed that his son was poisoned [43] . Independent sources have expressed other versions of the incident, including those related to a heart attack and taking antidepressants [38] [39] .

In December 2015, Kara-Murza filed an application with the Investigative Committee of the Russian Federation, in which he asked to initiate a criminal case under Art. 30 and 105 of the Criminal Code (attempted murder) [44] .

On February 2, 2017, Kara-Murza was hospitalized in critical condition in Moscow with similar symptoms of poisoning. Samples of his blood, as well as hair and nail samples, were sent to France and Israel for toxicological analysis [45] .

In the fall of 2018, it became known that the FBI refused to report the results of laboratory tests taken from Kara-Murza after his possible poisoning a year earlier. Congressmen have been expecting the FBI to make public statements on this subject for almost two years [46] .

In mid-April 2018, the Investigative Committee of the Russian Federation resumed verification of the poisoning of Vladimir Kara-Murza. His lawyer Vadim Prokhorov, a sudden survey of an SK investigator who contacted Kara-Murza via video link, explains the return of interest of the Russian law enforcement agencies in these poisonings in connection with the Skripale case [47] :

When asked by the investigator why the examination did not identify the poisonous substance, the journalist’s lawyer redirected him back to the Investigative Committee: “I can’t say whether the examination was conducted or not. In the clinic, some samples after both poisonings remained. The investigation was not very interested in this, so the effectiveness of the investigation is low. ”
“The sudden interest of the investigation in our case - and both cases were finally united in one case - I connect with close international attention to the poisoning of Sergei Skripal. The investigation is forced to take formal steps, because it turns out that in a similar situation in the Russian Federation, the victim was not even interviewed, ”said Prokhorov.

Married. Three kids. As of 2018, he lived with his wife Eugenia in the state of Virginia , USA [21] .

The son of the television journalist Vladimir Kara-Murza (senior) (1959-2019), the nephew of the philosopher Alexei Kara-Murza , the cousin of the scientist Sergei Kara-Murza .

Great-grandson of a Moscow lawyer and theater expert Sergei Kara-Murza (1876-1956).

The great-grandson of the Latvian revolutionary Voldemar Bisenieks (1884-1938), the cousin of the Latvian politician and diplomat, the first ambassador of Latvia to Great Britain Georg Bisenieks (1885-1941) and the Latvian agronomist and public figure Janis Bisenieks (1864-1923).
